The issue of the distribution of Zakat to non-Muslims is still not over.  Today, I saw three news articles of statements on the issue made by the CEO of Zakat Pulau Pinang, the Mufti of Negeri Sembilan, and the Mufti of Pahang.  All of them stressed that Zakat is not to be distributed to non-Muslims.

“It cannot be given to non-Muslim individuals. If it is to be given to non-Muslims, it will be done through NGOs or associations that conduct dakwah (Islamic outreach),” said Datuk Seri Dr Abdul Rahman Osman, the Mufti of Pahang.

Many, some Muslims included, do not understand the meaning of Zakat.  It is a mandatory religious obligation decreed by Allah SWT for all Muslims who meet the necessary criteria of wealth.  Its role in society is to preserve social harmony between the wealthy and the poor through a more equitable way for the redistribution of wealth.

I wrote two days ago (Zakat is for the Rulers to decide) that as the Head of the religion of Islam in their respective states, the affairs of Islam come under the purview of the Rulers – their Constitutional prerogative.  And it is because of this prerogative prescribed by the Constitution that had the Sultan of Selangor issue a media statement on the issue.

His Royal Highness is very concerned about the number of Muslims who fall into the categories of poor, hardcore poor and the needy.  A check in all the nine districts of Selangor through a page maintained by the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), the number stood at 21,621 people in 2009, 50,947 in 2018, and up until the end of September 2019, it was 54,568 people. On average, 3,300 Muslims enter the list of Zakat recipients every year!

Selangor has the highest GDP in Malaysia.  In 2010 it was RM177.7 billion.  In 2018 it was RM322.6 billion.  Although its labour force has increased from 3.2 million in 2015 to 3.5 million in 2018, its percentage of the unemployed has also increased from 2.4 percent (77,900 people) to 2.8 percent (99,600 people).  Rapid urbanisation in a short span of time and migration of workforce from other states into Selangor have contributed to escalating economic and social costs – rentals, housing, transport, land.  This has in turn imposed the burden of employment generation causing an increase in unemployment, the inability to offer higher wages, and incidence of poverty.

When we talk about the poor, hardcore poor and the needy, we no longer talk about people begging on walkways or even the homeless.  We now look at those earning less than RM2,000 a month, with very little or no savings, and cannot survive two to three months without work.  This is the reality that we now face – rapid urbanisation presents an increase in the number of the urban poor.  Those who are particularly vulnerable are those with low education level, low-skilled, handicapped, single parent, the youth, the elderly, orphans who have to leave their orphanage when they turn 18.  These are the people His Royal Highness is very concerned about.

Take the Petaling district for instance.  In 2009, 2,478 Muslims qualified for Zakat aid.  By 2015, 7,248 Muslims in the district were qualified for Zakat aid.  In 2018, it was 7,781.  By the end of September this year, that number is 7,858.

The amount of aid distributed in Selangor was RM279.2 million in 2009.  By the end of 2018 it was RM414.6 million..

The same pattern can also be seen in Pahang where in 2015 its population was at 1.61 million. That increased to 1.66 million in 2018. With about 75 percent of its population being Muslims, Zakat aid distributed in 2015 was RM113.4 million. In 2018 it was RM140.8 million. A 3-year study led by Emeritus Professor Chamhuri Siwar of the Universiti Kebangsaan Malaysia between 2008 and 2011 found that the highest incidence of hardcore poverty in rural Pahang was observed among the Malays (97.33 percent), while for the urban areas of Pahang it was again the Malays (72.22 percent).

Therefore, as the Head of State and Islam, His Royal Highness the Sultan of Selangor was right in pointing out that although Islam emphasises on humanity, Zakat aid collected from Muslims are only to be given to Muslims in need who fall into the eight categories mentioned in my earlier article.  His Royal Highness added that in Selangor there are still many Muslim people who fall into both the rural and urban poor categories and are in dire need of Zakat aid.  This is because almost 60 percent of its population are Muslims and its population increases by about 100,000 annually.

Zakat is a matter of Islam, for Muslims.  Article 11 (3)(a) and (b) of the Federal Constitution states that Every religious group has the right to manage its own religious affairs and establish and maintain institution for religious or charitable purposes.

What Anwar Ibrahim et al. should have advocated was for the establishment of similar tithe collection institutions by respective religions instead of peddling articles of Islamic affairs for his own popularity and political mileage.

Penyamun Kencingkan Rakyat

Umum tahu betapa mahalnya nilai hartanah di negeri Selangor sejak kebalakangan ini hinggakan rumah yang sepatutnya mampu milik kini hampir menjadi rumah mampu tengok.

Pengarah Komunikasi Pejabat Menteri Besar Selangor Yin Shao Loong telah sedaya upaya cuba untuk menyalahkan kerajaan Persekutuan pimpinan Barisan Nasional dengan mengatakan kadar cukai hartanah ditetapkan oleh Kementerian Kewangan dan bukannya oleh kerajaan negeri.

Apabila disemak laman web Pihak Berkuasa Tempatan di Selangor, ini pula yang ditemui.

Laman Majlis Bandaraya Petaling Jaya dengan terang-terang menamakan kerajaan negeri Selangor sebagai entiti yang menetapkan kadar peratusan cukai hartanah.

Ini disahkan oleh Kementerian Kewangan yang menyatakan bahawa apa jua permasalahan berkenaan hartanah adalah di bawah tanggungjawab kerajaan negeri dan bukannya kerajaan Persekutuan.

Yin Shao Loong cuba pula untuk membohongi rakyat dengan menyalahkan Barisan Nasional berkenaan kadar cukai hartanah yang mahal.

Namun, apabila ditunjukkan bukti berikut mengenai kenaikan kadar cukai di negeri Selangor, beliau terus mendiamkan diri.

Kesian orang Selangor. Undilah lagi parti mata Dajjal tu nanti.

Pakatan Hampas

Kerajaan Persekutuan berhasrat untuk membina sejuta rumah mampu milik di semua negeri di Malaysia, termasuk di negeri-negeri yang ditadbir oleh Pakatan Harapan.  Namun, nilai hartanah yang tinggi, terutamanya di negeri-negeri di bawah pentadbiran Pakatan Harapan, menjadi batu penghalang hasrat tersebut.

Masalah Di Selangor

Semasa di bawah pentadbiran Barisan Nasional, rumah mampu milik merupakan tanggungjawab badan-badan kerajaan negeri seperti Perbadanan Kemajuan Negeri Selangor (PKNS).  Namun, sejak pentadbiran diambil alih oleh Pakatan Rakyat pada tahun 2008, PKNS bertukar menjadi sebuah agensi yang mengejar keuntungan.

Pebangunan hartanah merupakan sumber hasil bagi kerajaan negeri dan pihak berkuasa tempatan melalui yuran tukar penggunaan tanah, pembahagian-pembahagian kecil dan lain-lain hal berkenaan dengan tanah.  Kesemua kos-kos ini telah meningkat sejak pengambil alihan pentadbiran oleh Pakatan.

Penjualan tanah di bawah harga pasaran adalah salah satu cara untuk mengadakan rumah kos murah.  Namun, kebiasaan tersebut telah dihapuskan.  Malah, PKNS sendiri kini terpaksa membida untuk tanah pada harga pasaran?

Kita perlu meneliti prosedur-prosedur yang dikenakan terhadap para pemaju oleh pelbagai jabatan kerajaan negeri dan pihak-pihak berkuasa tempatan.

Birokrasi dan sikap berdolak-dalik merupakan sebab-sebab lazim yang melambatkan proses dan ini menambahkan lagi kos.  Perbelanjaan dan faedah pinjaman bank perlu dibayar walaupun projek belum dapat dimulakan.  Kita belum lagi berbincang mengenai  rasuah dan ini boleh memberi kesan besar terhadap kos kerana kadar yang diminta oleh ‘orang-orang tengah’ untuk ‘melicinkan proses’ boleh menjadi besar dan untuk setiap tandatangan yang diperlukan.

Tidak meghairankanlah jika sebahagian besar pemaju berpendapat bahawa pihak kerajaan negeri dan pihak berkuasa tempatan merupakan batu halangan terhadap rumah mampu milik kerana tanah merupakan hak dan kuasa kerajaan negeri dan bukan kerajaan persekutuan.  Maka, kerajaan persekutuan tiada hak untuk memperbetulkan keadaan ini.

Masalah di Pulau Pinang

Kalau gambarajah di atas menunjukkan bayaran premium tanah yang meningkat di Selangor, kita lihat gambarajah seterusnya yang menunjukkan lonjakan caj cukai hartanah di Selangor dan Pulau Pinang sejak 2008:

Kerajaan negeri dan pihak berkuasa tempatan perlu serius dalam mengotakan janji mereka untuk mengadakan rumah-rumah kos rendah dan rumah mampu milik.  Di penghujung penggal kedua berkuasa di Pulau Pinang, DAP masih belum menyerahkan rumah mampu miliknya yang pertama, malah menyalahkan kerajaan persekutuan di atas kegagalannya sendiri.

Kampung-kampung tradisi, terutamanya penempatan tradisi orang-orang Melayu, dirobohkan untuk memberi laluan kepada para pemaju membangunkan kondominium mampu tengok dan lain-lain pembangunan komersil.  Kerajaan negeri Pulau Pinang juga bersikap tidak bertanggung jawab menjual tanah-tanah milik kerajaan negeri kepada para pemaju hinggakan hanya tinggal baki tujuh peratus sahaja tanah kerajaan negeri di Pulau Pinang.  Ini bermakna peuang untuk mendirikan rumah-rumah mampu milik di Pulau Pinang semakin halus.

Para pemaju kecil juga tidak berpeluang untuk mengambil bahagian dalam pembangunan di Pulau Pinang akibat caj-caj yang dikenakan terhadap para pemaju begitu tinggi.  Kita lihat gambarajah seterusnya:

Kenapa kerajaan negeri Pulau Pinang begitu galak menaikkan kadar caj-caj? Siapa yang membuat untung sedangkan rakyat tidak lagi mampu memiliki sebarang hartanah di dalam negeri tersebut?

Dari gambarajah di atas kita dapat lihat kerakusan kerajaan negeri Pulau Pinang di bawah pentadbiran DAP hanya mementingkan keuntungan dan membelakangkan keperluan rakyat.

Di bawah kerajaan DAP, sumbangan perumahan kos rendah dikenakan sebanyak RM150,000 bagi setiap unit.  Di bawah BN tiada caj dikenakan.  Setiap gerai penjaja dikenakan RM58,000 – kenaikan sebanyak RM55,000 berbanding dengan semasa di bawah pentadbiran BN.  Untuk penyediaan kemudahan komuniti seperti padang, dewan serbaguna, masjid dan surau dan sebagainya, kerajaan DAP mengenakan caj sebanyak RM500 sekaki persegi berbanding RM25 sekaki persegi di bawah BN.  Untuk infrastruktur seperti jalan dan saliran, kerajaan DAP mengenakan RM15 sekaki persegi berbanding tiada caj di bawah BN untuk jalan, dan RM50,000 seekar untuk saliran berbanding RM10,000 di bawah BN.

Satu lagi bukti kerajaan DAP tidak menghiraukan keperluan rakyat ialah mengenakan caj sebanyak RM500 sekaki persegi untuk setiap tadika yang disediakan.  Tiada caj dikenakan oleh pentadbiran BN Pulau Pinang sebelum ini.

Berapa pula premium tanah yang dikenakan oleh kerajaan DAP Pulau Pinang?  Kita telah melihat lonjakan dahsyat di negeri Selangor sejak 2008, kita lihat pula keadaannya di Pulau Pinang:

Nampak gayanya premium tanah yang dikenakan oleh kerajaan DAP Pulau Pinang melonjak dengan begitu banyak sekali berbanding semasa di bawah pentadbiran BN pada tahun 2007.  Pengurangan hanya berlaku dua kali iaitu pada tahun 2008 semasa mula-mula memegang pentadbiran negeri.  Mungkin ketika ini mereka hendakkan maklumbalas positif mengenai cara DAP mentadbir negeri.  Kemudian kenaikan dikenakan sedikit demi sedikit dan melonjak besar selepas memegang tampuk pentadbiran kerajaan negeri selepas 2013, kemudian turun sedikit pada tahun 2016 selepas Lim Guan Eng dihadapkan ke mahkamah di atas satu perbuatan rasuah – salahguna kuasa dan jawatan untuk kepentingan dirinya.

Ringkasannya

Caj-caj dan bayaran premium yang dikenakan terhadap para pemaju di Pulau Pinang menyebabkan rumah mampu milik di Pulau Pinang yang berkeluasan 1,000 kaki persegi menjadi RM120,000 seunit berbanding RM42,000 seunit semasa di bawah pentadbiran BN.  Apabila dikenakan kadar faedah sebanyak 5 peratus setahun untuk tempoh pinjaman 30 tahun, bayaran faedah akan menjadi RM116,569.73 atau RM671.03 setiap bulan.  Kos keseluruhan akan menjadi RM236,569.73 setiap unit.  Adakah kadar bulanan ini mampu dibayar oleh mereka yang dari golongan berpendapatan rendah?

Keengganan kerajaan negeri Selangor di bawah PKR memberi kerjasama dengan agensi perumahan kerajaan pusat seperti PR1MA dan PPR mendatangkan masalah untuk kerajaan pusat membantu kerajaan negeri membina rumah-rumah kos rendah dan mampu milik.  Setakat ini hanya 11,000 unit rumah sahaja yang daat didirikan berbanding sasaran 70,000.

Ini berbeza sekali dengan kerajaan negeri Kelantan di bawah PAS yang menerima bantuan kerajaan pusat dengan tangan terbuka.  Setakat Ogos 2017, 418 unit PPR telah dibina di Machang manakala 1,000 unit telah dibina di Kota Bharu.  Ini menunjukkan walaupun berlainan fahaman politik, kerajaan PAS sanggup mengenepikan perjuangan demi kesejahteraan rakyat, tidak seperti Pakatan Harapan yang tidak langsung memberi harapan kepada para pengundi.

Pandai-pandailah anda menilaikan sendiri siapa yang mendahulukan kepentingan rakyat dan siapa yang mendahulukan kepentingan keuntungan.

Non Compos Mentis

His Royal Highness Sultan Sharafuddin Idris Shah Alhaj, the Sultan of Selangor from my observation is a calm and very private person. He rarely makes any statement or gives interviews to the media except during his birthday celebration.  Only once in a blue moon would Sultan Sharafuddin voice out his concern, especially during the Kajang Move, because it was affecting the efficiency of His Royal Highness’s state government.  The Sultan had also expressed his concern over the rudeness of the Opposition and its supporters towards the late Sultan Azlan Shah of Perak during the Perak constitutional crisis of 2009.

 

The latest episode involves the adverse reaction by DAP’s Zaid Ibrahim to the Sultan’s statement on Mahathir’s remark on the Bugis people.  The statement was made as part of an interview with The Star for this year’s celebration of the Sultan’s birthday.  In his Twitter postings, Zaid said that when some Rulers play politics, they must know the consequences. Do not think there is no price for partisanship.

 

What earned Zaid the wrath of many was when he also Tweeted a warning to Sultan Sharafuddin saying the Sultan should be careful with his words (as) no one is immune when (the) country burns.

 

That is typical of Zaid, when he displays the usual non compos mentis character.  Often displaying his republican attitude, Zaid suits well in the DAP – a party known historically for its rash behaviour when it comes to respecting the Rulers Institution.  It is also well that he is a Malay, from Kelantan, as it would appeal to the fence-sitting Malays in Kelantan who are politically torn after the departure of PAS from Pakatan Rakyat effectively ending the coalition.

 

The late Karpal Singh once petitioned to sue Sultan Sharafuddin’s late father, Almarhum Sultan Salahuddin Abdul Aziz Shah Alhaj, in 1987 over a speech by Sultan Salahuddin to the Selangor branch of the Ex-Servicemen’s Association saying that he would not pardon drug traffickers in Selangor. The petition was rejected on the grounds that there was no lis.  In 2009, Karpal Singh had intended to sue Sultan Azlan Shah of Perak for appointing Datuk Dr Zambry Abdul Kadir as the new Menteri Besar, replacing DAP’s choice Nizar Jamaluddin.  Karpal was found guilty of sedition in 2014.

 

Since gaining some grounds after the 2008 general elections, the DAP has time and again displayed its disrespect to the Rulers Institution by not abiding by the dress code at state assembly openings.  One good example is of DAP’s Gwee Tong Hiang who was the Johor state assemblyman for Bentayan who did not wear a songkok at the state assembly opening.  The late Sultan of Johor, Almarhum Sultan Iskandar Ismail was not amused.

 

Two days ago someone here tried to be a hero by refusing to dress accordingly. If he wants (to differ), then get out of here now!” the late Sultan chastised.  Tong Hiang, unfortunately, was not present then.

 

The DAP had wised up since then.  Seen as a Chinese chauvinist party, such rude behaviour turned them into punching bags of the Malays, especially those from UMNO who had a feast turning the DAP into cheap meals.  The DAP quickly recruited liberal Malays into its fold, including Zaid, to do their dirty jobs for them.  This keeps the heat off the Chinese in DAP, but pit Malays against Malays.

 

What the authorities should realise is that such behaviour displayed most recently by Zaid Ibrahim sends the wrong signal that it is alright to reject Malay traditions including respect for the elders and the Rulers to the younger Malaysian who, at their age, would be mostly anti-establishment by nature.  If this goes unchecked, it would certainly give birth to more Zaid Ibrahims.

 

The authorities should take cue from Sultan Sharafuddin.

 

I am aware that Zaid had long been making false and incorrect accusations against me. He is a politician and a former minister whom I understand is against the royal institution. My advice to Zaid is simple, do not forget where you come from,” the Sultan said.

 

Rakyat Bukan Hakim Negara

 

Sudah menjadi kelaziman ahli politik masa kini terutamanya di kalangan pembangkang untuk membuat kenyataan kepada umum kononnya mereka bersih dan tidak bersalah setelah pihak berkuasa menangkap atau menggeledah premis mereka.

Tujuan kenyataan tersebut dibuat tidak lain tidak bukan tetapi untuk membina persepsi umum bahawa mereka menjadi mangsa kezaliman politik dan agensi-agensi penguatkuasaan adalah alat bagi pemerintah untuk menindas pihak pembangkang.

Setelah Lim Guan Eng dihadapkan ke mahkamah atas pertuduhan rasuah dan salahguna kuasa tahun lepas, beliau dengan segera mengadakan satu sidang akhbar yang digunakan secukupnya untuk membidas pihak kerajaan terutamanya SPRM yang didakwanya telah sengaja cuba untuk menghalang beliau dari bersuara.

Tanpa menunggu perbicaraan dilangsungkan dan tanpa menunggu bahan bukti serta keterangan para saksi, Azmin Ali (yang pentadbirannya juga kini disiasat SPRM) dengan pantas mengisytiharkan beliau yakin Lim Guan Eng bersih dari perlakuan rasuah.

Baru-baru ini, Mr “So What?” Pulau Pinang, Phee Boon Poh, telah ditahan oleh SPRM kerana terlibat dalam isu salahguna kuasa berkaitan dengan kebenaran beroperasi sebuah kiang haram di Sungai Lembu.

Apabila dibebaskan dari tahanan reman, Phee Boon Poh dengan segera membuat sidang media dan membuat kenyataan bahawa beliau tidak bersalah salaupun kes masih lagi dalam siasatan.

Malah semasa Phee Boon Poh ditangkap, Lim Kit Siang sendiri telah membuat kenyataan bahawa tangkapan itu adalah untuk mengaburi mata rakyat terhadap gejala rasuah yang berlaku di dalam negara ini.  Apa yang sebenarnya berlaku ialah percubaan DAP untuk mengaburi mata rakyat terhadap kepincangan pentadbiran mereka sendiri.

Perkara yang sama juga dilakukan oleh Pengarah Komunikasi Strategik di pejabat Menteri Besar Selangor, Yin Shao Loong, menyifatkan serbuan ke atas UNISEL, Jana Niaga Sdn Bhd dan Menteri Besar DiPerbadankan sebagai usaha untuk menjejaskan imej kerajaan negeri Selangor.

Mahkamah menghakimi perlakuan jenayah, bukannya pendapat rakyat

Apa yang dilakukan oleh mereka di atas adalah bertentangan dengan Seksyen 48(h) Akta Suruhanjaya Pencegahan Rasuah, 2009.  Ketua Pesuruhjaya SPRM Datuk Dzulkifli Ahmad telah mengeluarkan satu kenyataan media seperti berikut:

KENYATAAN MEDIA SPRM

SPRM BERI AMARAN TIDAK KELUARKAN KENYATAAN MEDIA BERHUBUNG SIASATAN KES

Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) memberi amaran tegas kepada mana-mana pihak atau individu agar tidak mengeluarkan sebarang kenyataan media berhubung kes yang sedang disiasat.

SPRM mendapati perkara tersebut telah menjadi satu trend atau amalan ketika ini dan menasihati mereka yang berkenaan supaya memberhentikan perbuatan tersebut kerana ia boleh mengganggu dan menjejaskan perjalanan siasatan.

SPRM memandang serius perkara ini kerana perbuatan tersebut merupakan satu kesalahan di bawah Seksyen 48(h) Akta Suruhanjaya Pencegahan Rasuah Malaysia (ASPRM) 2009 yang menjelaskan bahawa “mana-mana orang yang mengganggu, menakutkan, mengancam atau melarikan atau cuba untuk mengganggu, menakutkan, mengancam atau melarikan mana-mana orang yang terlibat dalam penyiasatan di bawah Akta ini telah melakukan satu kesalahan.”

Mana-mana individu atau pihak yang mempunyai sebarang keterangan yang boleh membantu siasatan diminta tampil kepada SPRM untuk dirakam percakapan dan bukan membuat kenyataan media.

Justeru, SPRM tidak akan teragak-agak untuk mengambil tindakan terhadap mana-mana individu yang melakukan perbuatan tersebut mengikut Seksyen 48(h) ASPRM yang mana seseorang yang didapati bersalah boleh dikenakan denda tidak melebihi RM10,000 dan penjara dua tahun.

Selain itu, SPRM juga memandang serius perbuatan segelintir pihak yang mengeluarkan kenyataan berbaur fitnah terhadap tindakan-tindakan yang diambil oleh SPRM dengan tujuan untuk mencemarkan dan menjejaskan reputasi SPRM.

Oleh yang demikian, SPRM tidak akan sama sekali bertolak ansur dengan perbuatan sedemikian dan bersedia untuk mengambil tindakan terhadap mereka yang didapati menyebarkan fitnah tersebut sama ada berbentuk sivil atau jenayah.

Eloklah pihak pembangkang berpegang kepada slogan mereka iaitu “Lawan Tetap Lawan“, “Berani Kerana Benar” dan lain-lain lagi yang menunjukkan yang kononnya mereka tidak bersalah, dan lawan serta tunjukkan kebenaran di dalam mahkamah dan bukannya cuba mempengaruhi persepsi rakyat supaya menghakimi SPRM dan bukannya mereka yang disyakki bersalah.

Dan rakyat, terutamanya para penyokong pembangkang pula sepatutnya mengikut saranan Lim Kit Siang dua tahun lepas bulan ini yang telah dilupai beliau sendiri semasa kehangatan kes 1MDB berada di kemuncak:

Selangor Anggap Serbuan Memerangi Rasuah Menjejaskan Imejnya

Selangor masih belum tandatangani Ikrar Bebas Rasuah

Hari ini Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) telah membuat serbuan ke atas Universiti Selangor (UNISEL) dan Menteri Besar Diperbadankan (MBI) bagi menyiasat pertikaian kontrak membabitkan universiti itu dengan bekas kontraktor, Jana Niaga Sdn Bhd, dan dakwaan rasuah membabitkan RM10 juta.

Serbuan ini telah mendatangkan rasa tidak puas hati di pihak kerajaan negeri Selangor.  Pengarah Komunikasi Strategik di pejabat Menteri Besar Selangor, Yin Shao Loong, menyifatkan serbuan tersebut sebagai usaha untuk menjejaskan imej kerajaan negeri Selangor.

Ia secara terang-terangan menunjukkan tindakan terancang bertujuan menjejaskan imej kerajaan Selangor yang tuntas berpegang kepada prinsip ketelusan dan kebertanggungjawaban,” kata Shao Loong. “SPRM dituntut supaya menyiasat secara profesional dan tidak dipengaruhi oleh tekanan politik.”

Beliau menambah bahawa tekanan politik ke atas SRPM hanya akan mencalar persepsi dan menghakis keyakinan rakyat terhadap agensi anti-rasuah itu.

“Mana rasuah? Mana ada rasuah di Selangor?”

Persoalannya, adakah benar SPRM dikenakan tekanan politik untuk bertindak terhadap para pegawai kerajaan di negeri-negeri yang ditadbir oleh pihak pembangkang?  Jikalau benar, siapa pula yang mengenakan tekanan politik supaya Exco Kerajaan Negeri Johor Latif Bandi dan Veteran UMNO Isa Samad ditangkap?  Barisan Nasional atau Pakatan Harapan?

Ini memang lumrah pihak pembangkang menuding jari apabila mereka sendiri amalkan budaya hidup rasuah.  Mereka akan mencari jalan keluar dengan menyalahkan orang lain.

Contoh terbaik adalah apabila beberapa orang Exco Kerajaan Negeri Selangor disiasat oleh SPRM setahun selepas mereka memegang kuasa pentadbiran di negeri tersebut – YA! BARU SETAHUN SUDAH ADA KES RASUAH!  Malangnya, saksi yang disoalsiasat ketika itu, Teoh Beng Hock, mati semasa dalam tahanan SPRM.  Namun, kematian tersebut dipertanggung jawabkan kepada pihak SPRM dan Barisan Nasional seolah-olah kematian Beng Hock memberi manfaat kepada BN dan bukannya mereka-mereka yang disyaki yang berada dalam kerajaan negeri Selangor yang diterajui mereka.

Minggu lepas, Nurul Izzah mengecam SPRM kerana menyerbu sebuah kilang haram dan juga pejabat Exco Kerajaan Negeri Pulau Pinang, Phee Boon Poh.  Kata Nurul Izzah lagi, keyakinan rakyat terhadap SPRM berada di tahap yang rendah.  Beliau menuduh SPRM sengaja mengenakan ahli politik dari Pakatan dengan pertuduhan-pertuduhan yang remeh untuk menjejaskan pihak pembangkang.

Hari ini, Yin Shao Loong pula telah menggunakan ayat yang sama iaitu persepsi rakyat terhadap SPRM telah tercalar.

Selangor ialah satu-satunya negeri yang masih belum menandatangani ‘Ikrar Bebas Rasuah‘ yang disarankan oleh pihak SPRM.  Walaupun Menteri Besar Selangor Azmin Ali tidak pernah mengeluarkan sebarang kenyataan mengenai perkara tersebut sendiri, beliau telah diwakili oleh jurucakap beliau iaitu Iskandar Abdul Samad dari parti PAS.

Yang menghairankan ialah kerajaan negeri Kelantan yang diterajui oleh PAS telah menandatangani Ikrar tersebut.  Malah, Pulau Pinang yang bergelumang dengan kes rasuah juga telah menandatangani Ikrar tersebut.  Kenapa Selangor yang setahun jagung sudah disiasat kerana gejala rasuah enggan menandatangani Ikrar tersebut?

PAS yang hampir tiada gejala rasuah pun tandatangan Ikrar Bebas Rasuah. Selangor yang disiasat pada tahun pertama berkuasa boleh tak nak tandatangan?

Adakah Iskandar membayangkan bahawa kerajaan negeri Kelantan yang diterajui rakan-rakannya dari PAS adalah kurang berakal berbanding beliau dalam usaha memerangi rasuah?  Kenapa beliau sebagai seorang ahli PAS tidak berkongsi sebarang maklumat mengenai cara menangani gejala rasuah oleh Selangor dengan PAS Kelantan?  Adakah sebab PAS Kelantan bukan sahabat beliau?  Bukankah sebagai seorang ahli PAS beliau sepatutnya bantu memperkukuhkan parti seperti yang dituntut oleh Fasal 16 (3) (e) Perlembagaan Parti Islam SeMalaysia?

Sesungguhnya saya tidak faham dengan Yin Shao Loong, Nurul Izzah dan Iskandar Abdul Samad yang memperlekehkan usaha SPRM membanteras gejala rasuah dan salahguna kuasa.  Iskandar Abdul Samad tidak berkongsi pengalaman Selangor membanteras rasuah; Nurul Izzah dan Shao Loong memperkecilkan usaha SPRM.

Sedangkan Ketua Umum Pakatan Harapan dan Presiden PKR pun sokong akan tindakan SPRM yang meletakkan kepentingan rakyat di atas kepentingan parti-parti politik.

Sepatutnya, sebagai sebuah negeri yang bangga dengan kaedahnya sendiri untuk menangani gejala rasuah, kerajaan negeri Selangor sepatutnya menyokong kuat usaha dan bantuan SPRM untuk menentukan bahawa Selangor benar-benar bebas dari budaya rasuah.

Rakyat tidak bodoh.  Rakyat memerhati.  Dan rakyat tahu segala usaha memperkecilkan usaha SPRM memerangi gejala rasuah dan salahguna kuasa bermakna there is SOMETHING FOR SELANGOR TO HIDE.

Monkeys jump easily.  Especially pet monkeys. This includes the ones kept by the Tokong to pick coconuts and lice for him.

Today one such pet jumped when the MACC asked for the Pakatan and Opposition states to take an anti-corruption pledge.

In a opposition-leaning Malaysiakini report,   Saifuddin who is Tokong’s adviser on God-knows-what chastised the direction in which Dzulkifli Ahmad is leading the Malaysian Anti-Corruption Commission (MACC), questioning if he was out to become a politician or celebrity.

What the country needs is a MACC chief who is effective and substantive, not a celebrity,” said Tokong’s pet. “People did not want public relation exercises in the form of pledges.”

Tokong’s pet was responding to MACC Chief Dzulkifli Ahmad’s push for Penang, Selangor and Kelantan to sign MACC’s anti-corruption pledge.

It also questioned that despite MACC’s apparent blitz against those involved in corruption, how many had actually been convicted.

We know he is as eager as we are to know the verdict of Tokong’s corruption case.

The Menteri Besar of Selangor Azmin Ali also brushed aside Dzulkifli’s push for the pledge to be signed.

Azmin said Selangor had its own way in dealing with integrity and corruption issues which is why Teoh Beng Hock had to be silenced and various reports on corruption against Azmin’s administration have been made by PKR.’s own members.

While Tokong’s pet was busy criticising the MACC’s effort to combat corruption, the MACC raided the FELDA Investment Corporation office and seized some documents to investigate alleged corruption activities involving the senior management of the GLC.


This morning, Parti Cinta Malaysia Deputy President Datuk Huan Cheng Guan lodged a police report against Tokong’s administration for irregularities pertaining to the awarding of a project to a very under-qualified company.

Going by the DAP’s Goat-of-God‘s post this morning, does Tokong think that the Pulau Pinang taxpayers’ money is his?


This is why the Pulau Pinang and Selangor state governments refuse to sign the MACC anti-corruption pledge. This is so that they could use taxpayers money like their own money.

And it was not so long ago that they were in all praises for the MACC when 1MDB was being investigated.

The Running Serial Convict

Today, His Majesty The Sultan of Selangor attended the Selangor Hari Raya Open House held at the MPAJ field in Pandan Indah.  In attendance was the Menteri Besar of Selangor, Azmin Ali.  The event invitation to the Selangor people was posted by Azmin on his Facebook page on 29 June 2017.  As with other states, Exco members, ADUNs and Members of Parliament are expected to attend.

Where were the Selangor Excos, ADUNs and MPs?

Let us for instance try and locate Sivarasa Rasiah who was chided by His Majesty The Sultan for giving a ceramah in a mosque was nowhere to be seen.  His last Twitter post was on the 18 June 2017.  Maybe he was away in another mosque somewhere in Sarawak, giving a ceramah judging by his Twitter display photo.

Another famous for nothing MP from Selangor is Pony Tua.  He too seems to be missing in action from the Selangor Open House, which is an event held for the Selangor people to celebrate Hari Raya together with His Majesty The Sultan of Selangor.

It seems that Pony Tua got all excited about another event held on the same day that has nothing to do with Selangor at all.  As a matter of fact, it has to do with Pulau Pinang.  Pony Tua was not promoting the event where HIS Sultan is attending, but was in fact promoting Tokong’s event!

Although Pony Tua did not specifically mention anything about it being Tokong’s event, take note that it was held at 1Utama Shopping Complex.  There was another event, also held at the 1Utama on the same day as the Selangor Hari Raya Open House.

Wow! So, Tokong was in Petaling Jaya signing books instead of answering allegations made by the Barisan Nasional.  The fact that the book signing was held at 1Utama, it can be safely assumed that Pony Tua was also there to support Tokong’s event instead of attending the Sultan’s event.

Some may say that it is coincidental, but Tokong and his artist called Tomato were there to sign the comic books.  And guess who were there?

Steven Sim, the MP for Bukit Mertajam who is bad at Tai-Ji, takes a photo with Tomato, and was photobombed by….PONY TUA!

So, Pony Tua was supporting the event for the Tokong rather than attend the one with the Sultan.  After all, it is the DAP that is in control of the Selangor State Government, not PKR as believed, so why should Pony Tua care?

Let us now check on the Speaker of the Dewan Undangan Negeri Selangor, Hannah “Goat of God” Yeoh.  Since she is the Speaker of the Dewan, she should be at least promoting the Hari Raya event as did Azmin Ali on 29 June 2017.  Let us check her Facebook to see if that did happen.

Hannah likes to show those who voted for her events that she attended or promoted not just on Facebook but also on Twitter.  Let us now check her Twitter account.

On the same day Azmin Ali promoted the Hari Raya Open House do, Hannah promoted the I Heart Penang run event. Nothing on helping Azmin spread the invite to Selangorians to attend an event with their Sultan in attendance

Perhaps a Hari Raya event is unChristian for the Goat of God.  She wants to make sure that if Jesus had died on the cross for her, so should she.

So what was this I Heart Penang Run event?  Apparently Tokong can no longer con the Penang Lang so he needs to con the Selangor people as well.  So, this morning, he brought his Pulau Pinang people down to lead the Selangorians to run with him.  Not only that, these suckers were fleeced by the Robbing Hood called Tokong by RM25 per person!  Isn’t it odd asking Selangorians to pay RM25 to HEART Penang?  Why not organise only in Pulau Pinang?

Steven Sim above was not just in Petaling Jaya for the Tokong do at 1Utama, he also participated in the run…with another Selangor MP, Ong Kian Ming!  So, if all DAP MPs from Selangor was running for Tokong, who attended the Sultan’s event?

Truth be told, the DAP MPs and ADUNs of Selangor do not respect His Majesty The Sultan of Selangor.  To them, Tokong’s position is higher than the Sultan’s. Tokong is the CON-SULTAN.

Only Pulau Pinang’s Chief Minister is running. He is also running away from his battles

So, dear Steven, our Menteri Besar and other Chief Ministers do not feel the need to run.  They have not done anything wrong, have not been charged in court for corruption, and do not run away from questions and allegations like the Tokong does.  And I am still waiting for him to answer the questions and allegations made by the Barisan Nasional against him.

Until then, someone should keep the coffee warm for him.

Not Synced At All

Recently Azmin Ali announced a two and a half months bonus for Selangor civil servants. The civil servants rejoiced at hearing this news and I am sure Azmin cheered himself.

He stands to get almost RM73,000 as his pay is RM29,000 per month.

With two weeks to go till the end of Ramadhan, news leaked out that the confirmation of any bonus payout will only be made known this coming Tuesday. And already netizens are up in arms over it.



And it seems Pulau Pinang is mulling to cancel its binus payout due to short of funds, as seen in the discussion below:


The Pulau Pinang state government had recently announced that it will give bonus to its civil servants, but with certains terms attached:





The bonus is for 0.75 months or RM1,000 minimum, whichever is higher. This goes to show that the Pulau Pinang government is no longer cash rich.

In order to be able to pay the bonus out, and to continue keep the administration running, the Pulau Pinang state legislative assembly recently passed an enactment to allow the state government to take an undisclosed amount of cash loan from the EXIM Bank of China.

As in the words of Tokong Chao Ah Beng, “borrow money to make more money.”


It seems that the business of running a state government is all too easy. It does not matter how you manage the finances, if you run short of cash, borrow.

And it does not matter who has to shoulder the burden of repaying this debt. According to portal Utaranews, each Penang Lang will have to pay back RM28,000 for this loan..

What does Tokong care? He’s going to jail and he’ll be fed and cared using the money that the Penang suckers pay in the form of taxes. So not only do they have to bear RM28,000 each, but in fact RM28,000 + x being the anount Tokong will be living off them.

This shows how the Pakatan-led states government is totally not in sync with the wishes and wants of the rakyat. They are always dancing to their own tempo, and not with the rakyat – just like this pathetic attempt by DAP MP for Bukit Mertajam, Steven Sim Chee Keong, to be in sync with his constituents.

A dunce refers to a person incapable of learning.

And the DAP is filled to the brim with it. Let us start with evangelist Nga Kor Ming whose response to PAS severing ties with PKR is to say that the PAS Ulama use religion as a front.


Now wait a minute. Aren’t ulama supposed to use religion for their reasonings? What else are they supposed to use? Home science?

But this speaking before the brain neurons could connect is a character very peculiar to Nga Kor Ming.

However, the statement below is true.


And I say that the DAP is filled to the brim with morons such as Nga Kor Ming simply because they call themselves lawmakers and want to govern this country.

Yet they know nothing about the Federal Constitution or the laws of the land when they fight, as they claim, for their rights.

For example, they are willing to breach the Federal Constitution when they select their election candidates.

Enter someone from the DAP known in Australia as Dr Tiong Ting otherwise known as former Pujut state assemblyman Dr Ting Tiong Choon.


Ting found himself the target of attacks last year when someone claimed that he is in fact a naturalised Australian citizen.


Today, it has been proven that Ting had taken up an Australian citizenship which automatically annuls his citizenship of Malaysia as per Article 24(1) of the Federal Constitution.

He is an Australian citizen who had contested in one of OUR state elections!


Yet, in a press conference aired on the DAP’s Facebook Ting said that although he had taken up an Australian citizenship, he never lost his Malaysian citizenship.


Seriously?

And this is the person you voted into office and expect him to fight for your rights according to the Federal Constitution?

What is wrong with you people?

Now you can see that even the so-called learned leaders and LAWYERS in the DAP are ignorant of the Constitution!

Either that, or they would breach the Constitution and break laws as long as they come into power.

And that, my friends, is dangerous as you would be coting in people who advocate lawlessness. In simple language – gangsters.

As for Ting Tong, he can go sit in the corner until he grows a brain.
