Najib Razak’s reply to Wan Azizah on the Scorpene issue in 2008In 2008, then Deputy Prime Minister and Minister of Defence, in his reply to Wan Azizah confirmed that all terms and approvals of the procurements of the two units of Scorpene submarines and 18 units of fighter jets were made in accordance with Government procurement procedures and could only be executed by the Finance Ministry.
The inking of the deal to purchase the Scorpene submarines was made in June 2002 when a now-amnesiac Prime Minister was also the Finance Minister then.
In yesterday’s posting I mentioned about Ibrahim mohd Noor being Daim Zainuddin’s proxy and ran Perimekar Sdn Bhd with Mohzani Mahathir out of a bungalow at Jalan Lembah Ledang off Jalan Duta in Kuala Lumpur. The fact is that very few people know that Ibrahim had an office there, which also happened to be the base for the creation of Ibrahim’s venture into media and advertising via Blue Inc Sdn Bhd.
Being close to Daim gave him the advantage of ‘privileged knowledge’ and knew when Mahathir finally agreed to to the submarine program. He teamed up with Mokhzani Mahathir and used Perimekar as the vehicle for this venture. A nucleus team was formed and started on the proposal. They went to a few reputable German shipbuilders like HDW and Blohm & Voss.
Rather, he claimed, it was “over differences as to who should be the beneficiaries of such government bail-outs and buy-outs at a time when the government must pick and choose the beneficiaries as public resources are stretched to the limit and are incapable of saving all crony companies and individuals.”
Of course, Lim Kit Siang being an old man although not yet as old as Mahathir, suffers from selective amnesia and seems to have forgiven Mahathir for all his sins to the people of Malaysia – as long as the position that gives power is within his grasp.
As a result of the fall out, Ibrahim had to give up Perimekar and his quest to supply the Royal Malaysian Navy with its submarines, and Lembaga Tabung Angkatan Tentera (LTAT) took this up.
At the time, Boustead was planning to take over Amin Shah’s Business Focus Group, in particular the PSC Naval Dockyard Sdn Bhd. Amin Shah, a known Daim crony, privatised the Royal Malaysian Navy’s dockyard during Daim’s tenure as the Finance Minister and injected it into a company he took over, Penang Shipyard Co.
At the time, PSC Naval Dockyard Sdn Bhd already had the contract to supply six out of 27 new-generation patrol vessels for the RMN, which happened to be a deal between PSC Naval Dockyard Sdn Bhd’s joint-venture with German shipbuilder Blohm & Voss.
It seemed convenient for Perimekar then to also have another deal with a German shipbuilder especially Blohm & Voss.
After Ibrahim was out of the picture and Abdul Razak Baginda’s wife was in Perimekar, the latter shopped around for a suitable submarine. The DCNS and Thales at the time had a product which was the Scorpene submarine, considered a superior diesel-electric attack submarine at the time and was constructing for the Chilean Navy.
In early 2002, the Malaysian Defence Industry Council was hosted at PSC Naval Dockyard Sdn Bhd in Lumut, and Amin Shah tried to peddle two used Dutch submarines to Najib Razak who was then the Defence Minister. The submarines, the Tijgerhaai (Tigershark) and Zwaardvis (Swordfish) were ambitiously bought by Amin Shah. However, Najib Razak was not interested in having two rustbuckets for the RMN.
The Scorpene had incorporated systems that are in use with the French Navy’s nuclear attack submarines, also built by DCNS and Thales. The proposal also included the very potent Blackshark II torpedoes and MBDA SM39 Exocet anti-ship missiles.
Abdul Razak Baginda also managed to package together the elite turnkey submarine training with the DCI-NAVFCO at Brest. Coupled with extensive exercise exposure of the RMN officers and men with their French counterparts in the submarine force at Brest gave the RMN men an exposure to the French Navy’s role and operations as well as tactics used in NATO.
Once the deal was inked in June 2002, Razak never went to Cherbourg again.
And Altantuya? She only existed a few years after the deal was inked. Even a renowned Najib Razak-hater wrote in his book that Abdul Razak Baginda first met in 2004, a good two years after the Scorpene deal was done.
It is interesting to note that the RMN had sent its first batch of officers for submarine training with the Royal Australian Navy in 1992. They earned their submariners’ dolphin a year later.
And guess which Minister of Defence it was then who mooted the idea of having a submarine force?

It is impossible for the Prime Minister or Finance Minister then to not know about the purchase of the submarines. This is not like buying sweets at a Mamak shop. They cost billions of Ringgits that would still need the approval of the Finance Ministry.
So is Mahathir not afraid of the hereafter peddling one lie after another?

There will be a few corrections pertaining to the timeline as per the previous posting.
Everyone who talks about the Scorpene deal talks about Abdul Razak Baginda and a company called Perimekar Sdn Bhd that supposedly had gotten millions of Ringgits in kickbacks pertaining to the submarine deal.
The original proponents of the Malaysian submarine program were Mokhzani Mahathir and Ibrahim Mohd Noor (who was then then CEO of newly-listed BERNAS, acting on behalf of Daim Zainuddin). They proposed the German Type 212 (an Air-Independent Propulsion version of the Type 209 design) through a company called…wait for it…Perimekar Sdn Bhd, then operating drom a bungalow in Jalan Lembah Ledang off Jalan Semantan in Kuala Lumpur.
However, in 1999 the then-Chief of the Royal Malaysian Navy (RMN), Admiral Tan Sri Abu Bakar Jamal convinced the then Prime Minister (guess who) at the Avillion Layang-Layang Resort for a submarine program purchasing a very capable submarine.
The Prime Minister bought the idea when Admiral Abu Bakar said, to the effect of, “Imagine we (the RMN) could operate in stealth as far as the Sea of Japan and the North Indian Ocean, without anyone finding out.” The green light was given then.
Sometime in September 2001, the ownership of Perimekar Sdn Bhd was transferred to the Lembaga Tabung Angkatan Tentera (LTAT) through Boustead Bhd’s special purpose vehicle called Ombak Laut Sdn Bhd. The Board of Directors of Perimekar Sdn Bhd then were Rear Admiral (Rtd) Hussin Tamby and Mazlina Makhzan, Abdul Razak Baginda’s wife.
The company, together with officials from the RMN sifted through more than 17,000 pages (28 volumes) of technical documents of the Scorpene. After this point, as mentioned in my previous posting, the Secretary-General of Treasury took over the final commercial negotiations. MINDEF, Perimekar et al no longer had any role to play.
The deal to purchase two Scorpene-type submarines from DCNS and Thales was inked in June 2002, when the then-Prime Minister was also the Finance Ministry who would have given the final approval for the procurement. It was signed by all the relevant parties at the Ballroom of the Mandarin Oriental Kuala Lumpur.
The Ministry of Finance was represented by the Secretary-General of Treasury Tan Sri Samsuddin Hitam while LTAT was represented by Dato’ Lodin Wok Kamaruddin.
The consideration for the deal was partly in kind – export of palm oil to France. The final consideration of the deal came from a condition laid by the Ministry of Transport which the French agreed to the day before the deal was inked – for Malaysia Airlines to get the 5th, 6th, 7th and 8th landing rights at the Charles de Gaulle (CDG) in Paris.
So, now you know the story behind the Scorpene. Now you know why it is impossible for anyone involved to forget the deal that was made 15 years ago.
Anyone who does forget should not be in politics as it could be a sign of a deterioration of the brain function. And these persons should remember Allah before he finally forgets Who Allah Is.
You know the next general election is going to be a dirty one when old issues are brought back ad infinitum despite being repeatedly shot down.
The latest issue that is being brought back is of the Royal Malaysian Navy’s Scorpene deal. Two portals, Free Mischief Today and Malaysian Incite published a report yesterday claiming that Abdul Razak Baginda has been charged in a French court.
A quick search by a friend found no such news from AFP.

Today, U-Turn Mahathir revealed that the purchase of the Scorpene was never discussed in any cabinet meeting. It was reported again by Malaysian Incite. Perhaps the Big Chief of that portal had had too much during happy hours with Tokong.
Anyway, Mahathir can fool the youngsters like Pribumi’s Ketua Amanda, Syed Sajat. Other more matured people would know the truth.
The green light for the purchase of the Scorpene was given by the Prime Minister and Finance Minister back in 1995. I’ll leave it to you to name them. The negotiations were conducted according to defence procurement contracts procedures.
Included in this contract was the purchase of a former French Navy submarine (which is now a museum in Melaka) that would act as a training platform for Malaysian’s submariners for four years.
The final commercial committee was headed by the Secretary-General of Treasury who submitted the report of the acquisition. At this point, the Ministry of Defence was no longer involved.
Dua hari lepas, kerajaan telah mengumumkan skim-skim bantuan untuk para Veteran ATM (VATM) termasuk Skim Anuiti Veteran (SAVe), Bantuan Bakti Negara (BBN), penambahan kuota jemaah Haji Veteran, penambahbaikan bantuan kewangan untuk Veteran Kelainan Upaya sama ada semasa bertugas mahupun selepas meninggalkan perkhidmatan, serta peruntukan istimewa untuk Tabung Pahlawan sebanyak RM5 juta.
Enam inisiatif Veteran ATM yang telah diusahakan oleh kerajaan
Kemudahan yang diumukan ini akan dinikmati oleh seramai 288,952 orang VATM berdaftar setakat bulan Mei 2017, yang mana 118,371 atau 41 peratus adalah VATM berpencen manakala 170,581 atau 51 peratus adalah mereka yang tidak berpencen. Malah, ianya merupakan suatu bonus terutamanya buat para VATM yang tidak menerima pencen bulanan sepertimana yang dinikmati oleh rakan-rakan mereka yang memilih untuk meneruskan perkhidmatan hingga layak pencen.
Kesemua inisiatif di atas kecuali yang berhubung dengan Tabung Pahlawan adalah dibiayai oleh Lembaga Tabung Angkatan Tentera (LTAT), manakala Tabung Pahlawan membiayai inisiatifnya berdasarkan kutipan derma dari orang ramai, kerajaan dan pihak korporat.
Inisiatif-inisiatif tersebut adalah hasil keperihatinan pihak kerajaan terhadap para VATM, terutamanya VATM tidak berpencen yang paling ramai menghadapi kesempitan hidup.
Jika kita amati, golongan VATM yang tidak berpencen ini tidak menikmati bantuan sebanyak mana yang dinikmati rakan-rakan mereka yang berpencen. Lihat sahaja kepada laman web Jabatan Hal Ehwal Veteran:
VATM yang berpencen sekurang-kurangnya menikmati faedah pencen setiap bulan dan juga menikmati kenaikan pencen setiap kali kenaikan diberikan. Bagi VATM yang tidak berpencen, Bantuan Bakti Negara (dan SAVe bagi bakal VATM tidak berpencen) pengumuman kerajaan mengenai inisiatif-inisiatif ini amat bermakna, terutama sekali bagi VATM yang tergolong dalam kumpulan B40.
Namun, ada yang cuba menghasut kemarahan VATM sejurus selepas pengumuman tersebut dibuat dengan membandingkan RM200 yang diterima oleh para nelayan secara bulanan dengan purata RM100 yang diterima oleh VATM tidak berpencen melalui BBN. Soalan saya kepada mereka ialah, adakah mereka yang menghasut ini mempunyai bot kecil untuk menangkap ikan di laman rumah mereka kerana RM200 bulanan kepada para nelayan itu adalah bantuan untuk menampung kos minyak enjin bot?
Sekiranya para nelayan yang menerima RM200 sebulan tersebut ada menerima skim-skim bantuan seperti yang saya senaraikan di bawah, maka bolehlah para VATM tidak berpencen tunjukkan kemarahan mereka:
Rawatan Perubatan Pesakit Luar/Dalam Yang Ditanggung oleh Kerajaan di Klinik dan Hospital termasuk di Institut Jantung Negara Sdn Bhd untuk VATM, isteri dan anak-anak di bawah umur 18 tahun atau 21 tahun jika masih belajar;
Skim Bantuan Sara Hidup bulanan bagi meringankan beban tanggungan sara hidup Veteran ATM dan tanggungan mereka yang daif, uzur, hilang upaya dan menghidap penyakit kronik berdasarkan kelayakan mengikut kiraan Pendapatan Garis Kemiskinan (PGK) yang ditetapkan;
Skim Bantuan Persekolahan dan Kolej Vokasional Kebangsaan adalah bertujuan bagi membiayai anak-anak Veteran ATM yang kurang mampu untuk meneruskan pelajaran mereka di peringkat rendah dan menengah berasaskan kelayakan mengikut kiraan PGK yang ditetapkan;
Bantuan Kemasukan ke IPTA dan Politeknik membantu meringankan beban kewangan ketika pendaftaran kemasukan ke Universiti Awam/Politeknik bagi anak-anak Veteran ATM sebagai memberi galakan dan motivasi untuk meneruskan pengajian di peringkat lebih tinggi;
Bantuan Peralatan Pesakit bertujuan memberi bantuan kewangan sekaligus kepada Veteran ATM, isteri dan tanggungan untuk membeli peralatan bantuan sokonganseperti kerusi roda, tongkat, katil, tilam dan sebagainya;
Bantuan Bencana Alam bertujuan memberi bantuan kewangan sekaligus untuk meringankan beban dan kesusahan yang dialami oleh Veteran ATM akibat bencana alam seperti ribut, kebakaran dan sebagainya.
VATM berpencen mendapat lebih banyak faedah dari yang disebutkan di atas. Kita boleh bayangkan betapa banyak yang dibelanjakan setiap bulan oleh kerajaan untuk menjaga kebajikan 288,952 orang VATM berdaftar. Apakah nilai RM200 yang diperolehi 140,949 orang nelayan lebih besar?
Ini belum lagi termasuk Program Membaikulih Rumah Veteran 1Malaysia, Pembinaan Rumah Mampu Milik, Pembinaan Poliklinik Angkatan Tentera, Program Recognition Prior Experiential Learning (RPEL) yang juga dilaksanakan di bawah Teras Kebajikan di bawah Lima Teras Hala Tuju Kementerian Pertahanan.
Pada 19 Mei baru-baru ini VATM yang mengalami kecederaan semasa Insurgensi telah menerima Bayaran Insentif Khas Insurgensi. Sebanyak RM55 juta telah diperuntukkan untuk inisiatif ini dan 2,939 orang VATM atau waris mereka telah mula dibayar insentif ini.
Semasa mengumumkan enam inisiatif baru dua hari lepas, Perdana Menteri ada menyebut bahawa akan ada pengumuman-pengumuman lain berkenan inisiatif untuk membantu para VATM dalam masa terdekat. Mungkin ramai tidak mendengar dengan teliti apa yang disebutkan oleh Perdana Menteri sehingga termakan hasutan dengan mudah mungkin kerana ingin mendengar apa yang diharapkan – termasuk kenaikan pencen.
Pada pendapat saya, sekiranya pencen dinaikkan, ia melibatkan satu perbelanjaan yang amat besar. Bukan sahaja VATM berpencen yang harus diberi kenaikan pencen, malah sebarang pelarasan melibakan juga kakitangan awam, polis dan lain-lain anggota jabatan-jabatan lain yang telahpun berpencen. Tanpa menaikkan kadar pencen, jumlah kakitangan kerajaan, tentera, polis dan lain-lain yang baru pencen memerlukan kenaikan jumlah yang perlu dibayar kepada para pesara baru ini dan saya menganggarkan kos penambahan tersebut adalah sebanyak RM3 billion setahun.
Inilah seperti saya nyatakan di atas sebabnya inisiatif-inisiatif di atas dibiayai oleh LTAT dan tidak melibatkan perbelajaan besar oleh pihak kerajaan. Ini dapat dilakukan kerana kerajaan percaya pihak pengurusan LTAT bijak mengurus segala aktivitinya hingga dapat menjana pendapatan yang menguntungkan bukan sahaja anggota ATM yang masih bertugas, malah juga yang telah bersara.
Dan inisiatif-inisiatif ini, sepertimana dalam ucapan Menteri Pertahanan, akan diteruskan dan ditambahbaik dari masa ke semasa selagi kerajaan ini memegang tampuk pentadbiran.
Sepatutnya sebagai VATM kita merasa bangga dan berterima kasih kerana mereka di kalangan kita yang amat memerlukan bantuan melalui inisiatif-inisiatif tersebut mendapat perhatian kerajaan, sekalipun kita tidak layak menerima bantuan tersebut kerana kita berpendapatan lebih dari mereka.
Mungkin persatuan-persatuan veteran pasukan keselamatan lain juga rasa mereka memerlukan perhatian yang sama, maka bolehlah mereka ajukan kepada organisasi mereka yang seumpama LTAT untuk membiayai inisiatif-inisiatif yang boleh mereka fikirkan tanpa melibatkan kewangan kerajaan.
Kepada para Veteran ATM, jangan mudah terpengaruh dengan hasutan. 10 masalah tidak boleh diselesaikan sekaligus. Ianya perlu diselesaikan satu persatu. Biar pengetahuan kita yang bersuara, bukan pembohongan; dan biar kebijaksanaan kita mendengar, bukan kebencian.

Soalan 1 : Siapakah yang layak membuat permohonan BBN?
Jawapan 1 : Pemohon yang layak membuat permohonan BBN mesti memenuhi syarat-syarat seperti berikut:
Veteran ATM, iaitu Warganegara Malaysia yang telah berkhidmat sepenuh masa dan tidak pernah dibersarakan atau diberhentikan daripada perkhidmatan atas alasan salah laku dalam mana-mana Angkatan yang berikut:
Angkatan Tetap ATM;
Angkatan Sukarela yang dikerah sepenuh masa oleh ATM tanpa mengira tempoh perkhidmatan;
Force 136;
Tentera British yang berkhidmat di Malaya / Malaysia atau Singapura; dan
Sarawak Rangers.
Tarikh tamat tempoh perkhidmatan (TTP) sebelum 1 November 2017.
Bermastautin di Malaysia.
Tidak menerima sebarang pencen.
Veteran dengan jumlah pendapatan isi rumah kasar bulanan RM4,000.00 dan ke bawah (atau penerima BR1M).
Veteran yang berumur 60 tahun ke atas layak memohon walaupun bukan penerima BR1M.
Soalan 2 : Bilakah pemohon boleh mula membuat permohonan BBN?
Jawapan 2 : Permohonan BBN boleh dibuat mulai 31 Julai 2017 hingga 31 Oktober 2017 (tertakluk kepada pindaan dan pemakluman rasmi dari semasa ke semasa).
Soalan 3 : Bagaimanakah pemohon membuat permohonan BBN?
Jawapan 3 : Permohonan BBN dilaksanakan dengan cara mengisi dan menghantar Borang BBN sama ada secara dalam talian atau melalui borang (manual).

Permohonan dalam talian hanya boleh dibuat dengan menggunakan komputer sahaja dan simpan salinan permohonan bagi tujuan rekod pendaftaran. Aplikasi e-BBN tidak direkabentuk untuk capaian peranti mudah alih.

Jawapan 10 : Pengisian nombor akaun bank adalah diwajibkan bagi urusan pembayaran melalui Elektronik Fund Transfer (EFT).

Jawapan 11 : Pemohon perlu merujuk Jabatan Pendaftaran Negara untuk mendapatkan MyKad kerana Permohonan BBN mewajibkan penggunaan MyKad.

Jawapan 12 : Bantuan ini adalah untuk Warganegara Malaysia sahaja. Warganegara Asing tidak layak membuat permohonan BBN.
Soalan 13 : Adakah pemohon layak membuat permohonan BBN jika pemohon tersebut tidak menetap di Malaysia?
Jawapan 13 : Tidak layak, bantuan ini adalah untuk Warganegara Malaysia yang menetap di Malaysia sahaja.
Soalan 14 : Jika isteri / suami pemohon juga merupakan bekas tentera yang tidak berpencen, adakah beliau layak membuat permohonan BBN?
Jawapan 14 : Tidak layak. BBN hanya dibayar sekali sahaja untuk setiap isi rumah.

Najib berkata kerajaan Barisan Nasional yang ada sekarang akan terus mencari jalan untuk membela nasib para veteran ATM – gambar hiasan oleh Roy Azis Abd Aziz, pemberita Muin,Amizul,Khairul,Syakir (Utusan,Kosmo)Veteran Angkatan Tentera Malaysia (VATM) yang sebelum ini memilih untuk menamatkan perkhidmatan mereka sebelum layak menerima pencen kerana telah sampai tarikh tamat tempoh perkhidmatan dan tidak lagi mahu menyambung perkhidmatan sehingga mencapai umur layak pencen.
Mereka bukanlah diberhentikan kerana melanggar undang-undang, tetapi telah mencapai tempoh minima yang diperlu mereka berkhidmat sebagai seorang tentera. Mereka diberi wang yang telah mereka carum dalam Lembaga Tabung Angkatan Tentera, yang mana kerajaan juga mencarum sebahagian dari simpaan mereka ini yang akan digunakan untuk menyara kehidupan setelah meninggalkan Angkatan Tentera Malaysia (ATM).
Walaupun ramai yang berjaya tetapi ramai juga kecundang dalam kehidupan setelah keluar dari perkhidmatan ATM.
Kerajaan sememangnya ada membantu nasib VATM dengan bantuan-bantuan yang diperlukan seperti menanggung kos perubatan para VATM. Ramai yang tidak tahu bahawa kos perubatan mereka di klinik-klinik serta hospital-hospital kerajaan, isteri mereka serta anak yang masih ditanggung yang lahir semasa mereka masih di dalam perkhidmatan adalah ditanggung sepenuhnya oleh kerajaan.
VATM juga masih menikmati kemudahan pembelian dari kedai-kedai PERNAMA yang mana kebanyakan barangan dikecualikan dari cukai eksais, cukai kastam dan cukai jualan yang dapat membantu mengurangkan kos sara hidup, walaupun sudah lama menamatkan perkhidmatan.
Begitu juga dengan latihan-latihan serta kursus-kursus kemahiran yang diadakan secara percuma di PERHEBAT bagi membantu para veteran mendapat ilmu dalam bidang-bidang khusus di mana orang awam perlu membayar sekitar empat angka untuk mendapat sijil yang sama.
Malah khairat kematian dan bantuan sara hidup bagi balu dan anak-anak veteran ATM yang telah meninggal dunia yang memenuhi kriteria juga diberikan oleh kerajaan dan setakat ini lebih 5,000 keluarga telah menerima kemudahan ini.
Kemudahan ini dinikmati oleh seramai 288,952 orang VATM berdaftar setakat bulan Mei 2017, yang mana 118,371 atau 41 peratus adalah VATM berpencen manakala 170,581 atau 51 peratus adalah mereka yang tidak berpencen.
Paling kurang sejak empat tahun yang lalu setelah memperkenalkan Skim Veteran Tidak Berpencen 1 Malaysia (SVT1M), kerajaan cuba merangka satu lagi inisiatif yang baru untuk membantu nasib VATM yang tidak berpencen. Hasilnya, hari ini Perdana Menteri Dato’ Sri Najib Razak telah mengumumkan dua inisiatif baru – satu untuk pegawai dan anggota ATM yang akan menamatkan perkhidmatan tanpa berpencen, dan inisiatif yang satu lagi adalah untuk para VATM tanpa pencen.
Untuk mereka yang bakal menamatkan perkhidmatan tanpa berpencen, syarat-syarat kelayakan Skim Anuiti Veteran (SAVe) akan diumumkan oleh Jabatan Hal Ehwal Veteran (JHEV) kepada anda.
Untuk para VATM yang tidak berpencen, anda boleh melihat syarat-syarat kelayakan serta soalan-soalan lazim mengenai skim Bantuan Bakti Negara di sini – Bantuan Bakti Negara (BBN).
Bagi para VATM dari kalangan anggota tetap dan bekas anggota Wataniah yang dikerah sepenuh masa yang mana mereka berkhidmat kurang daripada 10 Tahun serta tidak menerima Pencen Perkhidmatan yang terpaksa diberhentikan awal daripada perkhidmatan akibat mengalami kecederaan dan kecacatan kekal sewaktu menjalankan tugas, sebelum ini mereka hanya menerima Skim Pencen Hilang Upaya sebanyak RM65 sahaja. Jumlah perolehan adalah berdasarkan kepada peratus kecederaan/hilang upaya yang dialami, pangkat dan gaji serta tempoh perkhidmatan ketika insiden berlaku.
Untuk golongan ini, Najib Razak mengumumkan penambahbaikan bagi Skim Pencen Hilang Upaya dan para VATM golongan ini akan mendapat kenaikan kadar pencen bermula antara 300% sehingga 800% untuk pembayaran pencen mereka. Ia melibatkan nilai minima dari RM500 sehinggalah nilai maksimum berjumlah RM2000.
Bagi VATM yang hilang upaya selepas menamatkan perkhidmatan pula, Insentif Veteran Kelainan Upaya yang diusahakan oleh Tabung Pahlawan PV ATM, Insentif yang selama ini berjumlah RM500 setahun dinaikkan kepada RM1,000 setahun yang mana pembayarannya akan dibuat dalam dua peringat setahun.
Lebih ramai juga VATM yang akan dapat peluang menunaikan ibadah Haji setelah Najib Razak mengumumkan kenaikan kuota jemaah Haji bagi VATM dari 100 orang sebelum ini kepada 400 orang setiap musim.
Selain itu, Menteri Pertahanan Dato’ Seri Hishammuddin Hussein mengumumkan bahawa selain bantuan-bantuan yang disalurkan melalui Jabatan Hal Ehwal Veteran ATM (JHEV) satu Call Centre juga akan diwujudkan di JHEV sebagai pemudahcara bagi para veteran serta keluarga untuk menghubungi JHEV untuk mengutarakan masalah yang mereka hadapi.
Najib Razak juga telah melancarkan Kempen Tabung Pahlawan 2017. Sebanyak RM1.85 juta telah disumbang oleh pihak korporat termasuk Lembaga Tabung Angkatan Tentera, Weststar Sdn Bhd, Affin Bank, Boustead Plantations Berhad, Boustead Petroleum Marketing Sdn Bhd, Boustead Heavy Industries Corporation Bhd, Tenaga Nasional Berhad dan Pharmaniaga Berhad.
Turut hadir dalam majlis tersebut termasuk Menteri Pertahanan Dato’ Seri Hishammuddin Hussein, Timbalan Menteri Pertahanan Dato’ Sri Mohd Johari bin Baharum, pucuk pemerintahan Angkatan Tentera Malaysia, dan Pengerusi Persatuan Veteran Angkatan Tentera, Senator Laksamana Tan Sri Mohd Anwar Mohd Nor (Bersara). Turut hadir adalah lebih kurang 20,000 orang Veteran ATM iaitu lebih dari 15,000 orang Veteran ATM tidak berpencen yang dijemput.

Whatever it may be, no matter if they win more seats or are able to hold on to the states they have been holding on to since 2008, the elections, according to the monkeys at Pakatan, will only get dirtier and dirtier. Don’t get me started on how they claimed that during the vote counting process, some vote counting centres experienced “blackouts” that resulted in “the victory of the Barisan Nasional.” And like monkeys getting excited at the sight of a plastic banana, the Pakatan supporters converged onto the Kelana Jaya stadium for the ‘Blackout 505’ gathering to hear more lies by Anwar Ibrahim alleging that Bangladeshi, Indonesians and Filipino voters helped Barisan Nasional win.
However, four months later DAP’s Ong Kian Ming agreed with electiosn watchdog PEMANTAU that no blackout ever occured and there was no evidence whatsoever of any foreign voters tampering with the elections process.

Pakatan is trapped in its own doings. You have a “son of” who disguised himself as a Malay and now is disguising himself as a Pribumi; you have a puppet President of a party who is Malay first but instead of getting a Cina to masuk Melayu, he masuk Cina. You have the Secretary-General of a party who claims to have 10 steps to eradicate corruption but he himself was charged in court for corruption; You have a party President who admits to be just a seat-warmer for her jailed husband, wasting taxpayers’ money and voters’ time every time a by-election has to be held so her husband could contest to become a Member of Parliament.
And among themselves, they cannot agree on who is to lead the coalition. Their solution to that is to desigate three appointments which, in the real sense, has no difference whatsoever other than the spelling and how the are pronounced.
So, the reason GE14 will be another “dirtiest elections in the history of Malaysia” is simply because the monkeys in Pakatan will spew lie after lie to justify their existence, to gain sympathy, and to collect “donation” from monkeys who are stupid enough to part with their money after listening to lies disguised as “issues” that will eventually go quiet after the election is done, only to be brought back to the surface at GE15.
And these are the people who want to save Malaysia…hopefully from them.
Many may have wised up to their antics. But there will always be those who will remain as monkeys.
Between 2008 and 2010, the number of registered drug addicts in Pulau Pinang increased from 1,622 in 2008 to 3,753 in 2010.
Tokong’s Political Secretary Wong Hon Wai must have been smoking something when he told reporters yesterday that Pulau Pinang has better anti-corruption initiatives than that of the MACC. Probably, he has been breathing the same air as the Tokong for far too long and has become as delusional, or psychopathic, as the Tokong has.
He said that since 2008, when DAP first came to power in Penang, it had adopted 10 initiatives to show its commitment to be a corruption-free state. They include:
Selling off government land in exchange for the opportunity for an under-priced purchase of a bungalow on Jalan Pinhorn by Tokong…okay, it has no swimming pool;
Award projects to a company that has a paid-up capital 1,900 percent below the level stated in the government guideline;
Allowing the Chief Minister to practice corruption and have him charged in court for graft;
Pay a company 400 times more than the scheduled fees according to the Board of Engineers for a feasibility study.
Construct the 19.5km Penang Island Link 1 (PIL-1) at RM7.5 billion, or RM385 million per km;
Increase water tariffs several times since coming into power in 2008 to cover the 500 percent increase in the State Government’s annual operating expenditure;
Allowing Kumpulan PDC Pulau Pinang (Penang Development Corporation) to register a pre-tax loss of RM17.18 million in 2015 despite selling off RM1.94 billion worth of government land since 2008;
Pulau Pinang’s only affordable housing project gets planning approval from Majlis Bandaraya Pulau Pinang within 233 days; the Federal Government’s affordable housing project gets its planning approval from the MBPP in 516 days; yet a luxury condominium project built on a former government land given as payment to the company that has been awarded the Penang Tunnel project had its approval done by MBPP in just EIGHT (8) DAYS;
The Klang Valley’s 37km LRT3 project which includes 2km of tunnel costs RM9 billion, or RM243 million per km. Yet Pulau Pinang’s 30km LRT cost is at RM8.4 billion or RM280 million per km. This went up by RM1.4 billion from the previous year;
Suing every journalist that questions or highlight the lack of integrity of the Pulau Pinang State Government.
So, if the standard of anti-corruption in Pulau Pinang is higher, then Wong Hon Wai should just tell the state government to sign the MACC’s pledge because there should not be any compliance issue.

Malaysians may have a literacy rate of 94.6 percent according to UNESCO but all that means is that only 29.5 million out of 31.19 million Malaysians can read. It does not mean that the 29.5 million are better educated than the 1.69 million who cannot read well. Being able to read does not equate to being educated. It just means that smarter Malaysians have an IQ of a genius gorilla – points below the average human IQ, while the average Malaysian have the IQ of the smartest chimpanzee which is 40.
Take for example motorists who flout the law by driving at speeds in excess of the legal limit, or those who continue to use the emergency lanes after being given numerous warnings, or those who think that Malaysia is just one big rubbish dump.

I am sure you have seen the Facebook posting by Datuk Najmuddin Abdullah, MRT Corp Strategic Comunications and Stakeholder Relations Director on the number of vandalised properties just five days into full MRT SBK line operations. I cannot believe how monkeys who call themselves Malaysians are still able to live in this modern world without having ever to evolve into proper human beings.

Even the Rukunegara wall at the Merdeka MRT Station was not spared damage. According to RapidKL staff, parents allowed their children to practice wall-climbing there. If I were there I would smack the children and throw their useless parents onto the electrified tracks. At least it would help minimise the carbon footprint!
And believe it or not, as hard as concrete may be, nothing is Malaysian-proof. Even the hardest of concrete can be chipped by ordinary Malaysians.
And up until last weekend, MRT Corp has had to fork out a sum in the region of RM10,000 to repair SOME of the damages. Not all could be repaired. This is money that could have been put to better use elsewhere to help provide better services to the riders.
And just when you think people have learnt and slide somewhat out of their simian form, this morning I received a WhatsApp message containing damages done to toilets at the MRT Maluri station.

Perhaps, it is time for Prasarana to increase its auxilliary police patrols at stations and pay attention to the CCTVs. Nab these monkeys and charge them in court for committing mischief. If the damage done costs more than RM25, then the offender is liable to be punished by a jail term that may extend to five years or with fine or with both.
If it is RM25 or less, then the offender is still liable to a jail term of not less than one year but may extend to five years, or with fine, or with both.
Never give face to monkeys because they will usually get worse if they do not get the harshest form of punishments. If this is not done, we shall continue to have them live amongst us and claim themselves to be “educated” Malaysians while their behaviour reflect that they still live on trees.

But trust me on this: there will be a group of lawyers who oppose the government who will defend the action of these monkeys. That is why they think they are always right and it is their right to behave like scums.
The MRT Park & Ride has come under criticisms over its parking rates
I received a message via WhatsApp about a person who experienced a shocker at one of the MRT Multi-Storey Park and Ride. The following is the message:

Last night, July 19th, I parked my car at the park and ride MRT station at Phileo Damansara, n took MRT ride to Pavilion to watch a movie. Came back, I paid MR21.00 for parking for about 5 hrs !!!
It was supposed to be MR4.30 per entry.
Checked with parking staff, was told I was among many drivers who kena “hangtam”.
To qualify for MR4.30 per entry, one MUST use TnGo card at car park entrance, MRT ride going, MRT ride returning & car park exit. If you did not use TnGo card for any of the 4 points above, you pay the per hour rate !!!
Felt cheated, as there was no such notice at car park or MRT ticketing counter.

SAME TOUCH ‘N GO CARDS NEEDED FOR PARKING AND TRAIN TO GET SPECIAL RATES Kuala Lumpur, 21 July 2017: Mass Rapid Transit Corporation Sdn Bhd (MRT Corp) wishes to address several issues which have arisen following the opening of Park and Ride facilities in conjunction with the commencement of full service of the MRT Sungai Buloh-Kajang (SBK) Line.
MRT Corp has received several complains from users of the various Park and Ride facilities along the SBK Line of them not being charged the RM4.30 per entry rate and having to pay more despite using the MRT service.
MRT Corp Director of Strategic Communications and Stakeholder Relations Dato’ Najmuddin Abdullah said in order for users to enjoy the RM4.30 per entry rate, the user has to follow several steps.
Firstly, he said users must use the same Touch ‘n Go cards which they had used to enter the Park and Ride, to get on the train by tapping it at the MRT station fare gates.
“The same card used to enter the Park and Ride has also got to be used at the fare gates of the station before boarding the MRT train because this is the only way that we can differentiate who has parked and ridden on the train, and who has not,” he said.
Najmuddin said those who fail to use the same Touch ‘n Go card would unfortunately be charged the full standard hourly parking rates despite taking the train by using a different card or by buying a token.
“Cases of those who used the Park and Ride who were charged the standard hourly rate was mainly due to this,” he said.
In addition to having the use the same card at the Park and Ride and to ride the train, Najmuddin said there were also several other steps which needed to be followed.
He said on the return journey, users must also ensure that the same Touch ‘n Go card is used to exit the station, and then exit the Park and Ride.
“Please take note that tapping in during the first journey, and tapping out during the return journey, has to take place at the same station, which is the MRT station that is attached to the Park and Ride.
“We have had instances where a user took the train at a station attached to a Park and Ride, and then returned to the park and ride by bus. This will result in the standard hourly rate being charged,” he explained.
In addition to this, on the return leg, there is a time limit of two (2) hours between a user tapping out of the fare gates at the MRT station and to exit the Park and Ride.
Users should also be aware that if they use the same Touch ‘n Go card for the Park and Ride to tap in at the fare gates at a station, and then exit the fare gates at the same station without getting out at another station, they will also be charged the standard hourly rate.
“What this means is that if a person enters a station, takes the train everywhere but does not get out at any station, then returns to the station where he or she began the journey and tap out there, he or she will not get the special rate,” he explained.
Dato Najmuddin said MRT Corp will add more signage at the Park and Ride to explain what was needed to be done so that users could enjoy the RM4.30 per entry charge for those who used the MRT service.
“In view of the situation, we urge those who have used the Park and Ride and complied with the steps mentioned above except for the step about using the same card to ride on the train to seek refunds from MRT Corp,” he said.

Najmuddin said this only applied to the Park and Ride at Sungai Buloh, Phileo Damansara, Maluri, Taman Midah, Taman Suntex, Bandar Tun Hussein Onn, Bukit Dukung and Sungai Jernih.
For the other parking facilities along the SBK Line such as at Kwasa Damansara, Kwasa Sentral, Bandar Utama, Pusat Bandar Damansara, and Kajang; Najmuddin said they were owned and controlled by external parties
“Users can contact their operators of these car parks directly for any issues to be addressed,” he said.
