Saving Sarawak

I see several Sarawak-related pages claiming that no one, including the mainstream media, cares or has given coverage to the flood situation in Sarawak.

Comparing the response both the government and non-governmental organisations gave to the floods on Kelantan and Pahang to the ones now in Sarawak, the Sarawak-related pages say that there is very little that is being done by the Federal Government.

Government Assistance

All Federal Government agencies in Sarawak have been put on flood watch standby as early as December 2017. This includes, but not limited to, the Army 1st Division, the Royal Malaysian Police (PDRM), and the Fire and Rescue Services Department (FRSD).

The FRSD has been evacuating people from flooded areas, and in one particular instance, evacuated Suriah Bakar, 35, of Kampung Parong, Kota Marudu, who was in labour.

Prime Minister Najib Razak himself is constantly monitoring the flood situation in Sarawak and has promised to ensure that relief reaches all flood victims.

As at noon today (Thursday 8 Feb 2018), only five areas in three divisions in Sarawak have recorded water level above the Alert level. They are in the Miri, Bintulu and Kapit districts.

Only the Bintulu-Belaga road in Bintulu, and Long Jegan and Long Panai in Miri have water levels that are above the Danger level, while Ng Merurung in Kapit and Kuala Binyo in Bintulu have water levels that are above the Alert level.

The areas that are affected by the floods are Samarahan. Sarikei, Sibu, Serian, Bintulu, Mukah and Limbang.

Malaya-Biased Media?

While the Borneo Post has been actively updating the flood situations in Sarawak, Sarawakians complain that the Peninsular-based media, especially the electronic media, have not been giving ample coverage.

This is absolutely not true. Just yesterday I pointed to a Sarawakian friend URLs of mainstream media reports on the flood situations there, including the ones by NST, Berita Harian and Utusan Malaysia.

BERNAMA and RTM have been airing the plight of Sarawak flood victims. Even the station most hated by the Opposition, TV3, has been consistently reporting on the flood situations in Sarawak, covering flood relief centers as well as the latest evacuation operation this morning by the Civil Defence Force (APM) involving a woman in labour at Klinik Entabai, in Julau, Sarikei.

Social Media and Floods Fever

As far as social media is concerned, there is very little that the ordinary Semenanjung folks can do. While we can start collection centers here, sending stuff over there would not be economical at all.

Whilst there have been many flooding in the Peninsular, I made myself available for three – the Johor floods of 2006-2007, the Pahang floods of 2013, and the Kelantan floods of 2014. Those were the flood disasters that Peninsular people got together and helped government agencies to provide assistance to flood victims.

In Johor, I provided assistance between Parit Botak and Rengit. In Pahang, I assisted Her Highness the Tengku Puan Pahang in the Kuantan and Pekan areas. In Kelantan, my former classmates and I brought supplies from Putrajaya to the hospitals in Gua Musang, Kuala Krai and Jeli.

In Johor back in 2006-2007, two waves of floods hit the state. In the first wave, 90,000 people were evacuated. Just when they thought it was safe to return home, a second wave struck and caused 109,831 people to evacuate.

In 2013 Pahang, 40,819 people were evacuated.

In 2014 Kelantan, more than 170,000 had to be evacuated. The scale of destruction that I saw with my own eyes in Gua Musang, Manek Urai and Kuala Krai was just beyond comprehension. Even Kuala Muda in the aftermath of the 2004 Tsunami did not look as bad. Yes, I was there too in 2004 with a Malaysia Airlines aircraft captain friend (he now flies for Air Asia).

I took the above photo at Kampung Bukit Tebuk near Chiku while on the way from Kuala Krai to Gua Musang on 31 December 2014 because I saw this man at the Manek Urai relief center queuing for food for his family earlier in the morning. At this point he had walked 14 kilometres to get home.

Pulau Pinang in November 2017 saw 71,294 people evacuated. This was when Lim Guan Eng was seen crying for help…literally.

In comparison, the total number of evacuees in Sarawak as of last night was 4,859 people. It is a number that is still very manageable by the state government and its NGOs.

I have not seen any NGO in Sarawak running a donation campaign to collect cash and kind for flood victims there. If there is such a fund I am sure people in Malaya (a term fondly used by Sarawakians for Peninsular people which isn’t a nice term) would be glad to chip in. After all, I have relatives in Samarahan, Kuching, Miri, and friends working on the Pan Borneo Highway project that are affected by the floods.

Nor do I see throngs of 4X4 vehicles (which happens to be in abundance in Sarawak) carrying relief items to affected areas like it was done in the Peninsular.

How can anyone start anything if the Sarawakians themselves don’t do anything for fellow Sarawakians? I promise not to ask how many Sarawakians actually donated to flood victims and relief missions in Kelantan, Pulau Pinang, Johor and Pahang. To where should we Malayans send our donations to?

So, the feverish pace you saw in the Peninsular was because of the magnitude of the floods and the destruction they caused. The absence of any social media hype by socmed practitioners in Sarawak on the flood situation says all that.

I am not saying that the flood situation in Sarawak is not bad. Any flood is bad. But it doesn’t do justice when people sit and complain about it on social media expecting to be spoon fed. Just start something instead of whining. There are many here on this side of the South China Sea who would want to help.

Pakatan Hampas

Kerajaan Persekutuan berhasrat untuk membina sejuta rumah mampu milik di semua negeri di Malaysia, termasuk di negeri-negeri yang ditadbir oleh Pakatan Harapan.  Namun, nilai hartanah yang tinggi, terutamanya di negeri-negeri di bawah pentadbiran Pakatan Harapan, menjadi batu penghalang hasrat tersebut.

Masalah Di Selangor

Semasa di bawah pentadbiran Barisan Nasional, rumah mampu milik merupakan tanggungjawab badan-badan kerajaan negeri seperti Perbadanan Kemajuan Negeri Selangor (PKNS).  Namun, sejak pentadbiran diambil alih oleh Pakatan Rakyat pada tahun 2008, PKNS bertukar menjadi sebuah agensi yang mengejar keuntungan.

Pebangunan hartanah merupakan sumber hasil bagi kerajaan negeri dan pihak berkuasa tempatan melalui yuran tukar penggunaan tanah, pembahagian-pembahagian kecil dan lain-lain hal berkenaan dengan tanah.  Kesemua kos-kos ini telah meningkat sejak pengambil alihan pentadbiran oleh Pakatan.

Penjualan tanah di bawah harga pasaran adalah salah satu cara untuk mengadakan rumah kos murah.  Namun, kebiasaan tersebut telah dihapuskan.  Malah, PKNS sendiri kini terpaksa membida untuk tanah pada harga pasaran?

Kita perlu meneliti prosedur-prosedur yang dikenakan terhadap para pemaju oleh pelbagai jabatan kerajaan negeri dan pihak-pihak berkuasa tempatan.

Birokrasi dan sikap berdolak-dalik merupakan sebab-sebab lazim yang melambatkan proses dan ini menambahkan lagi kos.  Perbelanjaan dan faedah pinjaman bank perlu dibayar walaupun projek belum dapat dimulakan.  Kita belum lagi berbincang mengenai  rasuah dan ini boleh memberi kesan besar terhadap kos kerana kadar yang diminta oleh ‘orang-orang tengah’ untuk ‘melicinkan proses’ boleh menjadi besar dan untuk setiap tandatangan yang diperlukan.

Tidak meghairankanlah jika sebahagian besar pemaju berpendapat bahawa pihak kerajaan negeri dan pihak berkuasa tempatan merupakan batu halangan terhadap rumah mampu milik kerana tanah merupakan hak dan kuasa kerajaan negeri dan bukan kerajaan persekutuan.  Maka, kerajaan persekutuan tiada hak untuk memperbetulkan keadaan ini.

Masalah di Pulau Pinang

Kalau gambarajah di atas menunjukkan bayaran premium tanah yang meningkat di Selangor, kita lihat gambarajah seterusnya yang menunjukkan lonjakan caj cukai hartanah di Selangor dan Pulau Pinang sejak 2008:

Kerajaan negeri dan pihak berkuasa tempatan perlu serius dalam mengotakan janji mereka untuk mengadakan rumah-rumah kos rendah dan rumah mampu milik.  Di penghujung penggal kedua berkuasa di Pulau Pinang, DAP masih belum menyerahkan rumah mampu miliknya yang pertama, malah menyalahkan kerajaan persekutuan di atas kegagalannya sendiri.

Kampung-kampung tradisi, terutamanya penempatan tradisi orang-orang Melayu, dirobohkan untuk memberi laluan kepada para pemaju membangunkan kondominium mampu tengok dan lain-lain pembangunan komersil.  Kerajaan negeri Pulau Pinang juga bersikap tidak bertanggung jawab menjual tanah-tanah milik kerajaan negeri kepada para pemaju hinggakan hanya tinggal baki tujuh peratus sahaja tanah kerajaan negeri di Pulau Pinang.  Ini bermakna peuang untuk mendirikan rumah-rumah mampu milik di Pulau Pinang semakin halus.

Para pemaju kecil juga tidak berpeluang untuk mengambil bahagian dalam pembangunan di Pulau Pinang akibat caj-caj yang dikenakan terhadap para pemaju begitu tinggi.  Kita lihat gambarajah seterusnya:

Kenapa kerajaan negeri Pulau Pinang begitu galak menaikkan kadar caj-caj? Siapa yang membuat untung sedangkan rakyat tidak lagi mampu memiliki sebarang hartanah di dalam negeri tersebut?

Dari gambarajah di atas kita dapat lihat kerakusan kerajaan negeri Pulau Pinang di bawah pentadbiran DAP hanya mementingkan keuntungan dan membelakangkan keperluan rakyat.

Di bawah kerajaan DAP, sumbangan perumahan kos rendah dikenakan sebanyak RM150,000 bagi setiap unit.  Di bawah BN tiada caj dikenakan.  Setiap gerai penjaja dikenakan RM58,000 – kenaikan sebanyak RM55,000 berbanding dengan semasa di bawah pentadbiran BN.  Untuk penyediaan kemudahan komuniti seperti padang, dewan serbaguna, masjid dan surau dan sebagainya, kerajaan DAP mengenakan caj sebanyak RM500 sekaki persegi berbanding RM25 sekaki persegi di bawah BN.  Untuk infrastruktur seperti jalan dan saliran, kerajaan DAP mengenakan RM15 sekaki persegi berbanding tiada caj di bawah BN untuk jalan, dan RM50,000 seekar untuk saliran berbanding RM10,000 di bawah BN.

Satu lagi bukti kerajaan DAP tidak menghiraukan keperluan rakyat ialah mengenakan caj sebanyak RM500 sekaki persegi untuk setiap tadika yang disediakan.  Tiada caj dikenakan oleh pentadbiran BN Pulau Pinang sebelum ini.

Berapa pula premium tanah yang dikenakan oleh kerajaan DAP Pulau Pinang?  Kita telah melihat lonjakan dahsyat di negeri Selangor sejak 2008, kita lihat pula keadaannya di Pulau Pinang:

Nampak gayanya premium tanah yang dikenakan oleh kerajaan DAP Pulau Pinang melonjak dengan begitu banyak sekali berbanding semasa di bawah pentadbiran BN pada tahun 2007.  Pengurangan hanya berlaku dua kali iaitu pada tahun 2008 semasa mula-mula memegang pentadbiran negeri.  Mungkin ketika ini mereka hendakkan maklumbalas positif mengenai cara DAP mentadbir negeri.  Kemudian kenaikan dikenakan sedikit demi sedikit dan melonjak besar selepas memegang tampuk pentadbiran kerajaan negeri selepas 2013, kemudian turun sedikit pada tahun 2016 selepas Lim Guan Eng dihadapkan ke mahkamah di atas satu perbuatan rasuah – salahguna kuasa dan jawatan untuk kepentingan dirinya.

Ringkasannya

Caj-caj dan bayaran premium yang dikenakan terhadap para pemaju di Pulau Pinang menyebabkan rumah mampu milik di Pulau Pinang yang berkeluasan 1,000 kaki persegi menjadi RM120,000 seunit berbanding RM42,000 seunit semasa di bawah pentadbiran BN.  Apabila dikenakan kadar faedah sebanyak 5 peratus setahun untuk tempoh pinjaman 30 tahun, bayaran faedah akan menjadi RM116,569.73 atau RM671.03 setiap bulan.  Kos keseluruhan akan menjadi RM236,569.73 setiap unit.  Adakah kadar bulanan ini mampu dibayar oleh mereka yang dari golongan berpendapatan rendah?

Keengganan kerajaan negeri Selangor di bawah PKR memberi kerjasama dengan agensi perumahan kerajaan pusat seperti PR1MA dan PPR mendatangkan masalah untuk kerajaan pusat membantu kerajaan negeri membina rumah-rumah kos rendah dan mampu milik.  Setakat ini hanya 11,000 unit rumah sahaja yang daat didirikan berbanding sasaran 70,000.

Ini berbeza sekali dengan kerajaan negeri Kelantan di bawah PAS yang menerima bantuan kerajaan pusat dengan tangan terbuka.  Setakat Ogos 2017, 418 unit PPR telah dibina di Machang manakala 1,000 unit telah dibina di Kota Bharu.  Ini menunjukkan walaupun berlainan fahaman politik, kerajaan PAS sanggup mengenepikan perjuangan demi kesejahteraan rakyat, tidak seperti Pakatan Harapan yang tidak langsung memberi harapan kepada para pengundi.

Pandai-pandailah anda menilaikan sendiri siapa yang mendahulukan kepentingan rakyat dan siapa yang mendahulukan kepentingan keuntungan.

A Flood Of Incompetence

I am surprised that a former Brigadier General doesn’t know that you cannot simply deploy the military without explicit instructions

Former army Brigadier turned politician, Arshad Raji, seems to like the attention the electronic media has been according him lately, and he speaks about a wide spectrum of issues – from falling for Mahathir’s fake news of the so-called withdrawal of his close police protection, to the management of the floods in Pulau Pinang.

In the latter issue it was as if he was trying to downplay the Deputy Prime Minister and the BN-led Federal Government’s involvement in the management of the floods.  He was right about some of it, though.  Under the National Security Council Directive No.20, when a state emergency is declared following a disaster affecting two districts or more, the State Disaster Management Committee can call for assistance in the form of assets, finance, and other resources on the state level, and limited form of assistance from federal agencies within the state – the police, armed forces, civil defence etc.  This does not require a call to the Deputy Prime Minister at all.

Look at Level II Disaster Management by the State

The State Disaster Management Committee is chaired by the Chief Minister or Menteri Besar while the Chief Executive is the State Secretary.  But what Arshad Raji did not know, or chose to not reveal during his “press conference” was the fact that until now Lim Guan Eng has not declared a state of emergency in Pulau Pinang despite floods inundating four out of five districts in Pulau Pinang namely Seberang Prai Utara, Seberang Prai Selatan, Barat Daya and Timur Laut.

I lived in Pulau Pinang, on the pulau itself for three years and four months in the late 1980s and never once saw floods affecting the state on this level.  The most I would see is pockets of areas in Datuk Keramat and the Green Lane (Jalan Masjid Negeri) – Jalan Air Itam junction near the State Mosque.  Even then you could still pass the areas on your motorcycle.  Having eight deaths because of floods in a year was unheard of (one died earlier in September while seven this time around).

No rain, no floods” seems to be the best of Lim Guan Eng’s quotes pertaining to floods in Pulau Pinang.  This time, the deluge is blamed on a tyhoon that is battering Vietnam, and rightfully so.  Every time a typhoon hits Vietnam, the northern Peninsular states would receive an extra amount of rainfall.  And since 1881, Vietnam has been battered by 68 typhoons excluding the one that has just hit them.  However, the shocking bit is where 119 flash floods have hit Pulau Pinang since 2013!  That is 2.5 flash floods per month for the last four years!

I wonder why this is the case of late?

It does not take an engineer to tell you that when you do excessive hillside developments, the soil cannot absorb the rainwater as the oxidised topsoil would be transformed into a clay-like material.  The run-offs would be washed into monsoon drains, clogging up the roadside gutters and making the storm sewers shallower as silt accumulates at the bottom.  These drains flow out to sea along natural coastlines, which is why monsoon drains act as gravity sewers.  In Pulau Pinang, you can hardly find a natural coastline as most beaches with gradient have been reclaimed, and the gradient tapers off, diminishing the gravity effect.  Storm water therefore does not flow into the sea but accumulates and saturates the flatter grounds causing floods.

But who cares about eight deaths this year due to floods and one last year when you can make money selling condominium units to the rich?  But it is this excessive development by the state government that was voted in by the Pulau Pinang people that is now killing the Pulau Pinang people and have caused untold miseries.

Everyone also knows that when it is the new moon or full moon, tides will be higher than usual, and that makes it harder for storm drains and rivers to flow water out to sea, what more when there is excessive water caused by the backlash of a typhoon.

You can see that from 1 November 2017 the moon was in an advanced waxing gibbous phase and full moon over Georgetown, Pulau Pinang occured at 12.40am on Saturday, 4 November 2017.  The Malaysian Meteorological Department had issued a series of bad weather warnings for the northern Peninsular states from 31 October 2017, and every day from then on.

You can see that there was ample warning by the Malaysian Meteorological Department that the weather was going to be bad for four days.  What did Lim Guan Eng or his State Disaster Management Committee do?  Nothing, until it got really bad.  And at 3.00am, Lim Guan Eng became a cry baby and called the Deputy Prime Minister for help, without even declaring a state emergency.

Where was his State Disaster Management Committee?  Why had they not sat down to make preparations to mitigate the situation?

Lim Guan Eng was quick to point fingers at Kelantan in the aftermath of the disastrous floods at the end of 2014.  He pointing out that corruption and the incompetency of the Kelantan state government, as well as the rampant hillside clearing as the causes of the floods.

Well, we know that there is rampant hillside clearing in Pulau Pinang.  We also know that the Chief Minister was charged on two accounts of corruption, and we also know now that it was the incompetency of the Pulau Pinang State Disaster Management Committee led by Lim Guan Eng himself as the Chairman that had caused the situation to be worse than it should be.

Lim Guan Eng’s government’s incompetence has killed one person in floods last year, 21 people in a landslide this year, and eight people in the recent floods.  This is the government that the Pulau Pinang people have voted in, and the Chief Minister chosen by them.

119 flash floods have occured since the promises above was made.  And Lim Guan Eng’s government is not worried.  Going by the rate the floods are killing people, there won’t be that many people left to complain about the floods – problem solved.

Selangor Anggap Serbuan Memerangi Rasuah Menjejaskan Imejnya

Selangor masih belum tandatangani Ikrar Bebas Rasuah

Hari ini Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) telah membuat serbuan ke atas Universiti Selangor (UNISEL) dan Menteri Besar Diperbadankan (MBI) bagi menyiasat pertikaian kontrak membabitkan universiti itu dengan bekas kontraktor, Jana Niaga Sdn Bhd, dan dakwaan rasuah membabitkan RM10 juta.

Serbuan ini telah mendatangkan rasa tidak puas hati di pihak kerajaan negeri Selangor.  Pengarah Komunikasi Strategik di pejabat Menteri Besar Selangor, Yin Shao Loong, menyifatkan serbuan tersebut sebagai usaha untuk menjejaskan imej kerajaan negeri Selangor.

Ia secara terang-terangan menunjukkan tindakan terancang bertujuan menjejaskan imej kerajaan Selangor yang tuntas berpegang kepada prinsip ketelusan dan kebertanggungjawaban,” kata Shao Loong. “SPRM dituntut supaya menyiasat secara profesional dan tidak dipengaruhi oleh tekanan politik.”

Beliau menambah bahawa tekanan politik ke atas SRPM hanya akan mencalar persepsi dan menghakis keyakinan rakyat terhadap agensi anti-rasuah itu.

“Mana rasuah? Mana ada rasuah di Selangor?”

Persoalannya, adakah benar SPRM dikenakan tekanan politik untuk bertindak terhadap para pegawai kerajaan di negeri-negeri yang ditadbir oleh pihak pembangkang?  Jikalau benar, siapa pula yang mengenakan tekanan politik supaya Exco Kerajaan Negeri Johor Latif Bandi dan Veteran UMNO Isa Samad ditangkap?  Barisan Nasional atau Pakatan Harapan?

Ini memang lumrah pihak pembangkang menuding jari apabila mereka sendiri amalkan budaya hidup rasuah.  Mereka akan mencari jalan keluar dengan menyalahkan orang lain.

Contoh terbaik adalah apabila beberapa orang Exco Kerajaan Negeri Selangor disiasat oleh SPRM setahun selepas mereka memegang kuasa pentadbiran di negeri tersebut – YA! BARU SETAHUN SUDAH ADA KES RASUAH!  Malangnya, saksi yang disoalsiasat ketika itu, Teoh Beng Hock, mati semasa dalam tahanan SPRM.  Namun, kematian tersebut dipertanggung jawabkan kepada pihak SPRM dan Barisan Nasional seolah-olah kematian Beng Hock memberi manfaat kepada BN dan bukannya mereka-mereka yang disyaki yang berada dalam kerajaan negeri Selangor yang diterajui mereka.

Minggu lepas, Nurul Izzah mengecam SPRM kerana menyerbu sebuah kilang haram dan juga pejabat Exco Kerajaan Negeri Pulau Pinang, Phee Boon Poh.  Kata Nurul Izzah lagi, keyakinan rakyat terhadap SPRM berada di tahap yang rendah.  Beliau menuduh SPRM sengaja mengenakan ahli politik dari Pakatan dengan pertuduhan-pertuduhan yang remeh untuk menjejaskan pihak pembangkang.

Hari ini, Yin Shao Loong pula telah menggunakan ayat yang sama iaitu persepsi rakyat terhadap SPRM telah tercalar.

Selangor ialah satu-satunya negeri yang masih belum menandatangani ‘Ikrar Bebas Rasuah‘ yang disarankan oleh pihak SPRM.  Walaupun Menteri Besar Selangor Azmin Ali tidak pernah mengeluarkan sebarang kenyataan mengenai perkara tersebut sendiri, beliau telah diwakili oleh jurucakap beliau iaitu Iskandar Abdul Samad dari parti PAS.

Yang menghairankan ialah kerajaan negeri Kelantan yang diterajui oleh PAS telah menandatangani Ikrar tersebut.  Malah, Pulau Pinang yang bergelumang dengan kes rasuah juga telah menandatangani Ikrar tersebut.  Kenapa Selangor yang setahun jagung sudah disiasat kerana gejala rasuah enggan menandatangani Ikrar tersebut?

PAS yang hampir tiada gejala rasuah pun tandatangan Ikrar Bebas Rasuah. Selangor yang disiasat pada tahun pertama berkuasa boleh tak nak tandatangan?

Adakah Iskandar membayangkan bahawa kerajaan negeri Kelantan yang diterajui rakan-rakannya dari PAS adalah kurang berakal berbanding beliau dalam usaha memerangi rasuah?  Kenapa beliau sebagai seorang ahli PAS tidak berkongsi sebarang maklumat mengenai cara menangani gejala rasuah oleh Selangor dengan PAS Kelantan?  Adakah sebab PAS Kelantan bukan sahabat beliau?  Bukankah sebagai seorang ahli PAS beliau sepatutnya bantu memperkukuhkan parti seperti yang dituntut oleh Fasal 16 (3) (e) Perlembagaan Parti Islam SeMalaysia?

Sesungguhnya saya tidak faham dengan Yin Shao Loong, Nurul Izzah dan Iskandar Abdul Samad yang memperlekehkan usaha SPRM membanteras gejala rasuah dan salahguna kuasa.  Iskandar Abdul Samad tidak berkongsi pengalaman Selangor membanteras rasuah; Nurul Izzah dan Shao Loong memperkecilkan usaha SPRM.

Sedangkan Ketua Umum Pakatan Harapan dan Presiden PKR pun sokong akan tindakan SPRM yang meletakkan kepentingan rakyat di atas kepentingan parti-parti politik.

Sepatutnya, sebagai sebuah negeri yang bangga dengan kaedahnya sendiri untuk menangani gejala rasuah, kerajaan negeri Selangor sepatutnya menyokong kuat usaha dan bantuan SPRM untuk menentukan bahawa Selangor benar-benar bebas dari budaya rasuah.

Rakyat tidak bodoh.  Rakyat memerhati.  Dan rakyat tahu segala usaha memperkecilkan usaha SPRM memerangi gejala rasuah dan salahguna kuasa bermakna there is SOMETHING FOR SELANGOR TO HIDE.

Kelantan: Mahathir Berjanji Untuk Tabur Dosa

Melayu Mudah Lupa.

Demikianlah ungkapan pada suatu ketika dahulu oleh seorang insan yang kini  berduka cita akibat kehilangan kuasa memerintah secara proksi. Ungkapan ini amat sesuai dengan seorang Melayu Kelantan yang mudah lupa mengenai pemerintahan kuku besi penuh kronisme dan nepotisme yang pernah beliau sendiri kutuk pada suatu masa dahulu. Bukan lama pun, enam tahun yang lepas sahaja.

Melayu Kelantan Mudah Lupa ini baru-baru ini telah memberi kata-kata manis mengenai Insan Kecewa yang telah menjanjikan pemulangan royalti minyak kepada negeri Kelantan sekiranya Parti Pribumi dapat menguasai negeri Kelantan dan Kerajaan Pusat.

Ini merupakan suatu janji berupa pembohongan yang pernah ditaburkan oleh Anwar Ibrahim sebelum pilihanraya yang lepas. Apa dikisahkan dosa dan pahala? Asalkan hajat dicapai.

Kepada yang tidak mudah lupa, atau separuh lupa, atau akil baligh semasa Pilihanraya 1990, Mahathir lah anasir yang telah menghentikan royalti minyak kepada negeri Kelantan sebagai hukuman buat para pengundi Kelantan kerana memberi sokongan kepada PAS hinggakan kerajaan negeri Kelantan pimpinan Barisan Nasional tewas kepada PAS yang disokong oleh Semangat 46, parti pimpinan seteru kuat Mahathir, Tengku Razaleigh Hamzah.

Hukuman yang sama telah dikenakan terhadap negeri Terengganu setelah Barisan Nasional pimpinan Mahathir tewas kepada PAS di negeri tersebut pada tahun 1999.


Adakah Mahathir dan Zaid beranggapan bahawa orang Kelantan adalah bodoh dan mudah lupa seperti mereka? Atau sengaja ingin mengucar-ngacirkan pemikiran rakyat Kelantan kerana khuatir akan kerjasama di antara PAS dan UMNO?

Mahathir akan lakukan apa jua untuk berkuasa, termasuk menjadikan lain-lain orang sebagai proksi beliau untuk terus mempunyai kuasa menindas rakyat demi kepentingan diri sendiri dan keluarga beliau. Mahathir juga sanggup mengaku bahawa beliau seorang yang pelupa apabila disoal di dalam mahkamah mengenai perkara-perkara korup yang melibatkan beliau seperti skandal rasuah PKFZ dan lain-lain.

Rakyat Kelantan khususnya dan Malaysia amnya wajib menolak makhluk perosak yang mengaku Melayu ini yang mahu merosakkan wadah perjuangan orang Melayu dengan memecah-belahkan perpaduan demi nafsu serakahnya.

Sesungguhnya Mahathir telah lupa dosa-dosa beliau terhadap negara. Sama-samalah kita ingatkan beliau semula.

Kelantan: The 15th Yang DiPertuan Agong

Sultan Muhammad V, the 29th Sultan of Kelantan, has been elected to become the 15th Yang DiPertuan Agong by the Council of Rulers today.  His Royal Highness shall be replacing Tuanku Al-Haj Abdul Halim Mu’adzam Shah ibni Almarhum Sultan Badlishah, the Sultan of Kedah whose tenure will end on the 12th December 2016.

For months whispers have been flying around that HRH Sultan Muhammad V would not be eligible be elected as the YDP Agong as he is not married.  However, there are only three reasons for a nominated Sultan to be disqualified;

  1. He is not an adult,
  2. He has made known to the Council of Rulers that he wishes not to be nominated, or,
  3. Five of the Rulers vote against his nomination for reasons such as being mentally or physically challenged, or for some other reason.

The second and third reasons were used during the discussion to elect the First Yang DiPertuan Agong where Sultan Abu Bakar of Pahang was the most senior Ruler after Sultan Sir Ibrahim of Johor who had declined the nomination due to old age (Sultan Sir Ibrahim passed away on the 8th May 1959). He became the Sultan of Pahang on the 24th June 1932. However, Sultan Abu Bakar’s nomination was rejected FIVE TIMES by the Rulers because he was a controversial figure – he had financial difficulties and had wanted to marry a perempuan ronggeng (Abdullah Ahmad, 2016 p.141).  Tunku Abdul Rahman, who was then the Chief Minister of Malaya advised Sultan Abu Bakar against marrying this woman named Hathifah binte Abdul Rashid if he wanted to become the Yang DiPertuan Agong. Sultan Abu Bakar agreed.

However, Sultan Abu Bakar married Hathifah anyway and Tunku only discovered so when they were honeymooning in Hong Kong (Straits Times, 21st April 1957).

Being single is not a prerequisite for a Sultan or Raja to be elected to the throne of the Yang DiPertuan Agong.

Early this morning, the infamous portal Malaysiakini and the Malaysiakini-wanna-be Malay Mail Online both reported that the Sultan of Johor had declined the offer to become the next Yang DiPertuan Agong, quoting a Facebook page and not official sources.

It has been a norm that the Raja or Sultan with the most seniority would be considered as the candidate for the post of the Yang DiPertuan Agong.  All the nine states have since provided a Yang DiPertuan Agong and the list of seniority is as follows:

  1. The Yam DiPertuan Besar of Negeri Sembilan,
  2. The Sultan of Selangor,
  3. The Raja of Perlis,
  4. The Sultan of Terengganu,
  5. The Sultan of Kedah,
  6. The Sultan of Kelantan,
  7. The Sultan of Pahang,
  8. The Sultan of Johor,
  9. The Sultan of Perak.

With the ascension of the Sultan of Perak, Sultan Azlan Shah, as the ninth Yang DiPertuan Agong, a new official list was made based on the seniority of the states that have provided a Yang DiPertuan Agong previously.  Whether or not Johor was offered is not known but such offer could only be made had the Sultans of Kelantan and Pahang declined the nomination.  It would seem impossible for the Sultan of Kelantan to reject such offer only to accept it later when the one that should have been offered next is the Sultan of Perak.

Such is the uniqueness of the office of the Yang DiPertuan Agong that was institutionalised on the 31st August 1957.  It was first to be called the Yang DiPertuan Besar but was rejected by the Rulers Council in favour of Yang DiPertuan Agong.  Every five years the Rulers would meet to elect the next Yang DiPertuan Agong and the Timbalan Yang DiPertuan Agong.  Although some say that this is similar to that practised in the United Arab Emirates, the office of the President of the UAE is a hereditary office of absolute monarchies.  They are the government whereas in Malaysia the government is elected by the people and is dismissed by the people through general elections.  And unlike in the UAE, the Rulers council cannot dismiss a Prime Minister or anyone else without the advise of the Prime Minister.  Therefore, a recent attempt by Parti Pribumi member named Mahathir to get the Rulers Council to intervene and dismiss the Prime Minister is just a futile and cheap attempt to lie to the people of Malaysia.  Of course, there would be those mentally-challenged people who would believe that he is right.

With the election of Sultan Muhammad V as the 15th Yang DiPertuan Agong it is hoped that this would bring about a much better cooperation between the PAS-led Kelantan state government and the Barisan Nasional-led Federal government. Such cooperation would be very beneficial to not only the development and people of the state of Kelantan, but also to the Malays and Islam in Malaysia that are coming under constant attacks by Malay liberalistas, evangelists and chauvinistic politicians opposed to Malay unity and the position of Islam as the Religion of the Federation.

The Road to Malaysia: Part 4 – Merdeka & Malaysia Day

This article is the last installment in a series on the Formation of Malaysia, and is a continuation from The Road to Malaysia: Part 3 – The Cobbold Commission.

“… there is no doubt about the wishes of a sizeable majority of the peoples of these territories to join the Federation of Malaysia.” (UN Secretary-General U Thant, 13th September 1963]

After World War 2, the British was economically and financially strained to maintain its colonies especially those east of Suez.  It would be a matter of time before Britain would have to give up all of its colonies abroad, save for some of the smaller ones.  The Cobbold Commission’s report agreed unanimously that a decision in principle should be taken by governments as soon as possible; that the new state should be called Malaysia; that the constitution of the Federation of Malaya should be adapted for Malaysia, instead of drafting a completely new one; that there should be no right to secede from Malaysia after merger.

Although the Tunku had asked the Malayan Commissioners to sign the report, he was still apprehensive about what “Malaysia” would do to his political position, and what kind of repercussions “Malaysia” would have on Malaya’s relationship with Indonesia and the Philippines.

The Malaysia Agreement was signed on the 9th July 1963.  Although not sovereign nor self-governing, the leaders of both North Borneo and Sarawak were invited to sign it. Annexed to the Agreement were a number of Constitutional instruments that included admission to the federation of the three former British dependencies; state constitutions for Sabah (as North Borneo would be called), Sarawak and Singapore; a scheme to compensate officers retiring from government service in North Borneo and Sarawak.

A separate legislation ending British jurisdiction in North Borneo, Sarawak and Singapore was enacted at Westminster. It did not provide for the separate independence of the three territories but transferred sovereignty to the new Federation of Malaysia (Commonwealth Relations Office and Commonwealth Office Briefs for Malaysia Bill, 1963 – Dominions Office DO 169/329).  Therefore the self-rule given by the British to Sarawak on the 22nd July 1963 and the declaration of independence by Sabah on the 31st July 1963 were not a recognition of the independence of either Sarawak or Sabah, but an independence of the states in adherence to Malaysia (Ghazali Shafie’s Memoir on the Formation of Malaysia, p438). For all intents and purposes, both North Borneo and Sarawak remained as Colonies of Great Britain until the coming into operation of Malaysia.

If the appointment of a Chief Minister is to be taken as the point when independence had been achieved, Malaya would have been independent in July of 1955!

The late President Wee Kim Wee of Singapore, then a young Straits Times reporter, covered Sabah’s Merdeka Day and filed a report that, from all the obvious evidence, it was a declaration of independence within Malaysia.

Malaysia Day was supposed to have happened on the 31st August 1963.  However, several last minute events forced Malaysia Day to be postponed.

 1) a last-minute interference by British officials prevailing upon Iban leaders to demand for the post of Sarawak Governor whilst also keeping the post of Chief Minister, thus reneging on an earlier understanding that for the first two years, the post of either the Chief Minister or Governor should go to a Malay if the other was given to an Iban.  The Tunku was livid and decided that Malaysia would happen without Sarawak. All the cabinet ministers of Malaya except Tun Razak agreed with the Tunku.  Through Ghazali Shafie, Razak negotiated with the leaders of Sarawak and in the end Abang Haji Openg was the Governor designate, Stephen Kalong Ningkan as the Chief Minister, and Temenggung Jugah as a Federal Minister in-charge of Sarawak Affairs.  Had it not been for Razak’s persistence, the Tunku would have had things go his way and Sarawak would not have been in Malaysia.

2) the protest by both the Philippines and Indonesia at the United Nations against the formation of Malaysia. They requested that the UN secretary-general, or his representative, should ‘ascertain’ the extent of support in the Borneo territories for Malaysia, that observers from all three governments should accompany the UN mission, and that the formation of Malaysia should be postponed until the completion of the UN report.

Led by Lawrence Michelmore (the American deputy director of the UN Office of Personnel) the mission consisted of Argentinian, Brazilian, Ceylonese, Czech, Ghanaian, Pakistani, Japanese, and Jordanian members of the UN Secretariat. It was accompanied by observers from Indonesia and the Philippines—an arrangement which the British government grudgingly accepted. From 24th August to 4th September they held public hearings in widespread locations and reconvened in Kuching on 5th September, past the 31st August 1963 deadline.  This forced Malaya to change the date for Malaysia Day to 16th September 1963.

The UN report, which was published on the 14th September, was generally favourable to Malaysia. In his assessment of the mission’s findings, U Thant was in no doubt that ‘a sizeable majority of the peoples’ wished to join Malaysia, although he also rebuked the Malayans for fixing a new Malaysia Day before the mission had completed its work. Even before the survey was finished, however, Indonesia and the Philippines were attempting to discredit it and, on its publication, they rejected the report and refused to be bound by its findings.

3) was of the PAS Government in Kelantan wanting the Malaysia Agreement and Malaysia Act to be declared ‘void and inoperative.’  Kelantan argued that the Act would abolish the Federation of Malaya, thereby violating the Federation of Malaya Agreement of 1957; that the proposed changes needed the consent of each state of Malaya and that this had not been obtained; that the Sultan of Kelantan should have been a party to the Malaysia Agreement in the same way as the Malay rulers had been signatories of the Malaya Agreement of 1957; that constitutional convention called for consultation with the rulers of individual Malay states regarding subsequent changes to the constitution; and that the federal parliament had no power to legislate for Kelantan in this matter.

On the 14th September 1963 the Chief Justice ruled that both the Malaysia Agreement and the Malaysia Act were constitutional (Tan Sri Mohamed Suffian bin Hashim, An introduction to the constitution of Malaysia (Kuala Lumpur, 1972) pp 13–14).

By 16th September 1963, we are all Malaysians.

Looking back, I remember an article quoting Tan Sri Abdul Ghani Gilong relating his experience visiting Kuala Lumpur on the invitation of the Tunku, he said:

“Kami naik kenderaan yang dipandu. Bagi sesetengah anggota delegasi saya, itulah kali pertama mereka menikmati air paip dan tandas berpam.” 

“Kami dibawa ke beberapa tempat dan kampung yang sudah mendapat pembangunan seperti jalanraya dan sebagainya. Saya sendiri apabila balik ke Sabah telah berkempen menyokong penubuhan Persekutuan Malaysia dengan memberitahu kawan-kawan mengenai pembangunan yang ada di Malaya ketika itu.

Katanya satu kejadian lucu ialah apabila ada anggota rombongannya tidur di lantai dalam bilik hotel mereka dan bukan di atas katil yang empuk.

“Apabila saya nampak, mereka memberitahu saya mereka ingatkan katil itu adalah untuk ‘tuan’, seolah-olah hanya orang kulit putih boleh tidur di atas katil dan anak tempatan tidur di atas lantai sahaja.”

“Saya beritahu mereka katil itu mereka punya untuk tidur di atasnya.”

(“We rode on a vehicle that came with a driver. For some members of my delegation, that’s the first time they enjoyed tap water (running water) and flushing toilets.”

“We were taken to several places and villages that have received development such as roads and so on. When I went back to Sabah I campaigned in support of the establishment of the Federation of Malaysia by telling my friends about the existing development in the then Malaya.

He said that one funny scene was when there were members of his entourage who slept on the floor in their hotel room and not on their comfortable.

“When I saw, they told me they thought it was a bed especially for the ‘master’, as if only the white people could sleep on the bed while the local people sleep on the floor.”

Such was how inferior the people of Sabah and Sarawak felt of themselves before Malaysia existed, and it was not that long ago.


I believe that there has been progress that has been made in both Sabah and Sarawak although there should be more.  When I was working offshore, most of my drilling and marine crew are from Sabah and Sarawak, especially the Ibans.  My last Chief Mate is a Kelabit from Bario, while one of our vessels’ Captain is a Kedayan from Limbang.  In my opinion, both the Merdeka Day on the 31st August and Malaysia Day on the 16th September are equally important to us.  Without the 31st August 1957 event, Malaysia would not have happened and I shudder to think what ill-fortune would have befallen the people of Sabah and Sarawak, especially with China, Indonesia and the Philippines staking a claim in both the states.

I also believe that the current Federal Government is doing all it can to fulfill the promises made back in 1963, an uhill task given that previous Prime Ministers, especially a particular former Prime Minister for 22 years, did not do much for the people of Sabah and Sarawak.

Let us concentrate on nation-building, and put aside state-nationalism as that brings about nothing beneficial to any of us.  And let us not let hatred destroy us.  Our forefathers who agreed to form Malaysia did so following the democratic system, and not through violent nor nonsensical demonstrations or coups.

And let us remember the famous words by the great Temenggung Jugah ak Barieng:

“Anang aja Malaysia tu baka Tebu, Manis di pun, tabar Di ujung”

(Let’s hope Malaysia does not end up like a sugarcane. Sweet at the beginning, bland at the end)

Kenapa Tidak Isytihar Darurat Bencana?

Di atas adalah petikan takrif “Darurat Bencana” yang menjadi tajuk perbualan ramai terutamanya apabila keadaan banjir di lima negeri terutamanya negeri-negeri pantai timur Semenanjung menjadi lebih teruk. Dari takrif tersebut yang diberikan melalui Arahan Majlis Keselamatan Negara No.20, jelas bencana banjir yang melanda kita sekarang masih tidak menepati kehendak maksud “Darurat Bencana.”

Namun, masih ramai yang merasakan bahawa Perdana Menteri harus mengisytiharkan Darurat Bencana tanpa mengetahui akibat pengisytiharaan keadaan tersebut.

Untuk yang  tanya kenapa tiada pengisytiharaan darurat bencana, berikut adalah jawapannya: Sekiranya diisytiharkan darurat, mana-mana perkara yang boleh dituntut melalui insurans, tidak akan boleh dituntut termasuklah insurans bangunan dan kenderaan yang diambil untuk premium bencana. Untuk masa ini, di Kelantan, keseluruhan pembiayaan kos banjir telah diambil alih oleh Kerajaan Persekutuan sepenuhnya melalui agensi-agensi Kerajaan. Jawatankuasa Pengurusan Bencana pun telah diambil alih oleh Kerajaan Persekutuan semalam hasil persertujuan pihak Kerajaan Negeri.

Ini adalah kerjasama Kerajaan Persekutuan dan Negeri di mana YAB MB Kelantan juga telah keluarkan kenyataan bahawa buat masa ini tiada keperluan untuk isytiharkan darurat dan semua pengisytiharan juga akan dibincangkan bersama dengan Kerajaan Persekutuan.

Pengisytiharan Darurat juga akan menyebabkan Kerajaan tidak boleh lagi menahan keluar pelabur yang telah membuat pelaburan sebelum ini di kawasan banjir tanpa apa-apa pampasan kepada pihak Kerajaan dan pekerja sekiranya tertakluk kepada perjanjian pelaburan.

Ia secara langsung beri impak kepada negeri tersebut.
